How do the courts calculate business days? When can guarantors be considered "consumers" for Right to Rescind purposes? What is the history of the definition "application" and why is this term both unique and problematic? Federal Regulation Z (12 C.F.R. Pt. 1026) is meant to "assure a meaningful disclosure of credit terms" to consumers, yet its provisions can be difficult to apply by creditors. First implemented in 1969, it has been amended over five hundred times, leaving both inconsistent text and a treasure trove of analyses from both the FRB and the CFPB. "Raty's History of Regulation Z" presents, in dedicated chapters, the history of each subsection and Official Staff Comment of the regulation. In this volume, the definitions of "Act" through "Consumer" are covered. Explore how each definition evolved over the decades, read original analyses explaining the reasons for each change, and find other resources from Federal agencies and the Judiciary to help you with your legal research. Eleven definitions, twenty-five Official Staff Comments, twenty-two rulemakings, over 1,700 combined footnotes and citations, and over 600 hours of legal research, compiled into over 550 pages in this volume by a legal research analyst with well over a decade of experience. At the price of the book, it's the equivalent of hiring an analyst at less than $0.50 per hour.
