The author analyzes the 10 principles of the Washington Consensus, principles promoted by institutions based in Washington D.C. (the International Monetary Fund, World Bank, and US Treasury) which govern the conditionality and structural adjustment programs imposed on developing countries in return for loans from international financial institutions. After an overview of the Consensus, including arguments for and against it, and a chapter on International Monetary Fund conditionality and how they are related, chapters discuss free market doctrine and the concept of economic freedom as seen by right-wing commentators, then the 10 principles: fiscal discipline, redirection of public spending, tax reform, interest rate policy, exchange rate policy, liberalization of trade and foreign direct investment, privatization, deregulation, and property rights.
