The Problem of Federalism provides a comprehensive and critical survey of the historical development and practical application of the idea of federalism as a form of state organisation. The author explores federal ideas from the eighteenth- up until the early twentieth-century. This extensive study will be useful to students of politics and philosophy. Mogi s study is still in print, and widely taught as a survey of German political philosophy that embeds political theories in the cultural histories of their proponents such as Otto von Gierke. Mogi was a student of Professor Harold J. Laski at the London School of Economics, and Laski s preface describes the work as filling a significant absence in political science. Both volumes have an ownership inscription in pen on the front free endpaper: Ernest Thorp, London 1960 , accompanied by a quotation, dated 1964, written in pencil in Vol. 1. There is some minor spotting to the endpapers, but the contents are otherwise clean and bright. The dustwrapper is worn on the spine but intact.
