It contains the diplomatic correspondence of the Prussian monarch with his ministers and diplomats at the European and some German courts. It covers the first half of the year 1783. Friedrich muss wider Willen nach der Annäherung Kaiser Josephs II., seines großen Gegenspielers im Reich, an Katharina II. als entbehrlicher Nochverbündeter Rußlands (seit 1764) die Rolle des unbeteiligten Zuschauers und kritischen Beobachters einnehmen; unterdessen annektiert die russische Kaiserin 1783 in Realisierung ihres »Griechischen Plans« zur Liquidierung des Osmanischen Reiches gerade die Krim, während Paris und London noch über die Beendigung des amerikanischen Unabhängigkeitskrieges (Friede von Versailles) verhandeln und bei den Sondierungen der preußischen Gesandten für eine neue Bündniskonstellation vorerst nicht bereit sind.
