Ende März 1919 war die Sammlung druckreif; sie erschien jedoch erst im Dezember nach einer vom Auswärtigen Amt veranlassten Überarbeitung. Rezensenten bestätigten nach der Veröffentlichung: die Edition kann hinsichtlich der Textauthentizität als verlässlich gelten. Die Herausgabe der Kautsky-Akten verantworteten drei reputierte Akteure aus wilheminischer Zeit: Maximilian Maria Karl Desiderius Graf von Montgelas (1860 - 1938) ein bayerischer General der Infanterie, deutscher Politiker und Historiker. Als Hochrangiger Militär stand er für eine Ausnahmekarriere: als Generalmajor und Kommandeur einer Würzburger Infanterie-Brigade gehörte er dem preußischen Großen Generalstab in Berlin als Oberquartiermeister an (1910 - 1912), anschließend war er Berater Helmuth Johannes Ludwig von Moltkes, der 1904 Generalquartiermeister und 1906 Nachfolger Alfred von Schlieffens als Chef des Großen Generalstabes in Berlin geworden war. 1914 war es mit der soldatischen Treue gegenüber Kaiser und Vaterland vorbei: er kritisierte bereits im August 1914 die Entscheidung der deutschen Krigesführung zum Bruch der belgischen Neutralität. Die Folgen: Pensionierung und Schweizer Exil, in dem er sich zum Pazifisten wandelte. - Walther Max Adrian Schücking (1875 - 1935) war liberaler Politiker, Völkerrechtler, Pazifist. Er war im bürgerlichen Lager bereits zu Kaisers Zeiten auffällig: er forderte für Preußen den Übergang zu einem parlamentarischen Regierungssystem, die Gleichstellung der Frau, die Trennung von Staat und Kirche, den Ausgleich zwischen Kapitalismus und Sozialismus, die Versöhnung von Nationalismus und Internationalismus und die Integration der Sozialdemokratie in den Staat. (1913: `Neue Ziele der staatlichen Entwicklung`). Die Folge: Publikations- und Reiseverbot. - Bernhard Wilhelm Otto Viktor von Bülow (1885 - 1936) war Jurist und Diplomat. Er stammte aus einer prominenten Familie: der Vater war preußischer Generalmajor und Adjudant Kaiser Wilhelms II, sein Onkel war der vierte Kanzler des Deutschen Reiches. Unser Bülow trat 1912 in den Staatsdienst ein. Sein Dienstort: das Auswärtige Amt. Als Legationssekretär gehörte er der deutschen Delegation bei den Friedensverhandlungen von Brest-Litowsk an. 1919 nahm er als Mitglied der politischen Kommission der deutschen Delegation an den Friedensverhandlungen in Versailles teil.
