Er wurde 1673 in Paris geboren und war zunächst Schüler bei seinem Vater Etienne Picart (1632-1721), dann von Benoit Audran d.Ä. und ab 1689 von Sebastien Le Clerc (1637-1714). An der Academie Royale studierte er Zeichnen. Im Jahre 1696 ging er an die Akademie in Antwerpen und 1698 nach Amsterdam, wo er als Buchillustrator tätig war. Später wieder in Paris war er vor allem als Stecher tätig. Als er sich 1711 in Amsterdam niederließ, hatte er bereits einen ausgezeichneten Ruf als Kupferstecher und Graveur. Berühmt waren seine detailgetreuen Stiche nach Zeichnungen berühmter Maler. Für seinen eigenen Bild-Kompositionen war u.a. Antoine Coypel sein Vorbild. Zu seinen Schülern gehörte auch Jacob van der Schley (1715-1779). Picart hinterließ ein umfangreiches Oeuvre mit ca. 1300 Blättern.
