From the Foreword: WITH the passing of the first decade after the World War the task of distinguishing the transient from the relatively permanent effects is becoming easier. In the field of public finance the major changes are still almost unnoticed, for upon the subject the dead hand of tradition rests heavily. Industry and commerce have had better treatment from their biographers. Works which have appeared in those fields since 1918 tend to give space to new routes and new products. Volumes which deal with fiscal affairs have too often the scope and content of prewar studies. The student of today must go to reports of the Ministries of Finance or to compilations made at Geneva if he is to know how the national governments of today get their money and how they spend it. There he may learn many new things: sales taxes, ignored in his texts, will appear as one of the two most productive taxes in modern history; capital levies, of which he has heard little, will still have their assigned places in certain budgets; excess profits taxes, about which he may have been asked to learn a great deal, will have disappeared; and customs revenue will be surprisingly large, for although he has heard much about protection, he will almost certainly be ignorant of the value of commodities as sources of revenue at the frontiers. 240 pages.…
