Antoine-Louis Chaumont de La Millière (1746-1803) directeur des ponts et chaussées de 1781 à 1792, publia plusieurs mémoires sur l'organisation et les réformes à porter au corps des ponts et chaussées afin de conserver son autonomie malgré les agitations politiques et le renversement des anciennes institutions engagé en 1789. C'est à son action que sont dues les deux lois de février et août 1791 qui ont organisé, sur des bases fortes et durables, l'administration et le corps des ponts et chaussées. En 1787, il fut nommé Intendant général des mines, minières et substances terrestres, puis contrôleur général des finances après Calonne et Necker.
