Its core competencies remain reconnaissance, surveillance and target acquisition to enable precision and lethal attacks, and for rapid deployment or extraction of men and material. Technological developments over the years, especially in accuracy of air to ground attacks, reach of the aircraft, and precision of weapon systems, have further made it possible to hit enemy centres of gravity or provocation (such as the terror infrastructure that Pakistan supports and uses against India), without having to follow a sequential war of attrition or ground force assaults. Growing air power effectiveness presents itself as a precision tool particularly for deterrence by punishment and even coercive diplomacy. Air Cmde Jasjit Singh was a serious student of air power and an ardent proponent of its role in national security. During three decades that he spent in think tanks, he wrote abundantly on the many characteristics and operational possibilities of air power. This book brings together some of his select writings on a subject which has gained in relevance worldwide; and in India, particularly since the IAF air strikes on terrorist camps at Balakot in Pakistan following the terrorist attack on an Indian CRPF convoy at Pulwama on February 14, 2019. This compendium provides a thought-provoking view of the strategic potential of air power. It will whet the appetite of students of national security to look for more of his writings beyond these few and make their own assessments. Index. Like shifting sands of a desert, the global nuclear landscape changes every few years across its three main constituentsnuclear energy, non-proliferation and disarmament. Each of these has seen phases of cautious optimism, deep scepticism and outright pessimism over the last two decades. This book offers a bird's eye view on all the three, even as the individual authors offer a worm's eye view on each specific topic within the larger ambit. The first section of the book examines developments in the nuclear energy sector. A broad-brush scan of the contemporary drivers and challenges for nuclear energy at global level, as also that of India, reveals a positive trend line. There is also cautious optimism around the concept, developments and prospects of small modular reactors. It remains to be seen how effectively and quickly licensing and regulation issues are resolved for the new concepts to become commercially viable. The second part of the book is devoted to non-proliferation. Vertical nuclear and missile proliferation amongst nuclear armed states, and horizontal proliferation cases of Iran and possibilities in East Asia are considered. Nuclear terrorism and the state of the NPT are also examined. Collectively, these issues reflect a mood of pessimism on non-proliferation at this juncture. Neither is there much to cheer on nuclear disarmament. The last section of the book examines the consequences of use of nuclear weapons, concepts of CBMs and arms control, and recent disarmament initiatives. A tentative exploration of the prospects of disarmament in the wake of Russia-Ukraine conflict is also undertaken. A hope that good sense will prevail, and fear that it might not, seem to coexist at this moment. It is in India's interest to proactively shape the landscape across these three elements. The book seeks to provide the basis to do so.

The only constant for him in over three decades of research, analyses and writing was the centrality of national interest. Indeed, the man never let the nation down, whether as an air… warrior or a strategist - ever ready to voice his views irrespective of how the wind was blowing - and always remaining practical in approach. Ever an optimist, he believed that India would inevitably rise to power by the sheer size of its economy and human resource potential. A greater concern for him, however, was the need to sensitize his compatriots to the national security challenges that would arise as the country rose, and to equip them with the capability to optimally address these. He did so through his writings and talks. This book is a modest compilation of his select writings on two specific issues - nuclear strategy and Pakistan - since he considered these as critical amongst India's many security challenges. Of course, the range of Jasjit Singh's writings and the expanse of his knowledge is immense and beyond capture in one book. But, this is a small effort in the direction of spreading his message/ideas to the current and future generation of scholars and policy makers. Hopefully, it will encourage students of national security to look for more of his writings beyond the few that we have been able to carry in this volume.
