Just why the newsboy, bootblack and peddler should have been ignored in the general movement for child welfare is hard to understand. Street workers have always been far more conspicuous than any other child laborers, and it seems that this very proximity has been their misfortune." The author was the secretary of the National Child Labor Committee for Mississippi Valley has written a detailed study, with a Bibliography, Appendices, and Figures. Also included in this book is child labor regulation in Europe. VERY GOOD- HARDCOVER. Blue cloth covers, lettering is bright. The first blank front page has been clipped on top edge and there is some pencil notations along page edges. Size: 8vo - over 7¾" - 9¾" tall.

This is the second printing (January 1913) of the September 1912 first edition -- not a cheaply-made modern reprint. Very Good condition. The background color of the spine has uniformly sun-mellowed, but all lettering remains sharp and distinct. NOT a library discard. A square, tight copy. Sharp corners. Inner hinges are perfect. Pages are creamy white and unmarked. NO foxing. NO underlining. NO highlighting. NO margin notes. Two illustrations (newsboy badges). Tables. Footnotes. Bibliography. Three appendices. Index. Bound in the original maroon cloth, stamped in black on the spine and front cover. The author was the Secretary of National Child Labor Committee for Mississippi Valley. From the preface: "This volume is devoted to the discussion of a neglected form of child labor. Just why the newsboy, bootblack and peddler should have been ignored in the general movement for child welfare is hard to understand. Street workers have always been far more conspicuous than any other child laborers, and it seems that this very proximity has been their misfortune." This book is from the library of, and bears the ink signature of Dr. Arthur Frank Payne (1876-1939) of Newton, New Jersey. Dr. Payne earned the degree of Bachelor of Philosophy at the University of Chicago and that of Master of Arts at Columbia University. In 1917 he served as executive secretary of the Military Training Commission in New York. In 1918 he was director of the United States War Department surveys. He pursued advanced studies at Harvard where he was made a Doctor of Education. He went on to teach at Columbia, the College of the City of New York, the University of Minnesota, the University of California, and Harvard. Dr. Payne edited several educational and psychological texts for McGraw-Hill and was associate editor of VOCATIONAL EDUCATION MAGAZINE. A gifted lecturer, Dr. Payne spoke regularly on psychology at Carnegie Hall in New York. For many years Dr. Payne was actively involved with the National Education Association, serving as its treasurer and as president of its department of vocational guidance. According to his biography in THE STORY OF NEW JERSEY by William S. Myers, Dr. Payne's "contribution toward solving some of the colossal psychological problems rising in consequence of modern industrial changes was a truly notable one, of value to countless individuals.".
