Ausgangspunkt war die Europa-Rechtsprechung des Bundesverfassungsgerichts und die darin zum Ausdruck kommenden Souveränitätskonflikte. Die Kontroversen um die Rechtsprechung verweisen auf die tieferliegende Frage, welche Bedeutung (nationale) Souveränität in einem Mehrebenen- oder Verbundsystem eigentlich noch haben kann.
