Strong horizontal fold-line at center, lighter vertical center fold line as well. Strongly age-toned with some staining and soiling; antiquarian ink signature at top right of page 1 partially underneath and adjacent to masthead title; some tears and small chips at edges but with minor affect to text; swath of faded type at head of page 3's third column. Five columns of text on each page. Features various notices regarding acts by Congress and the Madison administration including "Debate on the Navy Bill." A total of eight and one-half columns (across pages 1-3) report on responses by various congressmen to the scandal of British spy John Henry. Advertisements on pages 3-4.

Strongly age-toned with several small stains; antiquarian ink notation at top right of page 1 adjacent to masthead; tearing and chipping along fore-edges and spine fold edge with latter having additional 7 inch tear descending from head but those faults causing no loss of text; five small holes to pages 1-2; uneven printing/trimming along top edges so that there is fractional loss to title lettering at head of page 4's top left (fore-edge side) column; slender swath of missed type at lower left two columns on page 1. Five columns of text on each page. Features various notices regarding acts by Congress and the Madison administration. Advertisements on pages 3-4. Page 1 has three and one-half column letter "Falls of Schuylkill" by educator Joseph Neef. Page 2 features "To the Editor" letter of one and one-third columns by 2nd Regular Infantry Captain Edmund P. Gaines (soon to be distinguished for his service in the War of 1812) and one and one-half column letter regarding U.S. Capitol construction expenses by architect B. Henry Latrobe [Benjamin Henry Latrobe].
