Ordnungspolitische Beeinflussungen zur Korrektur, zur Vermeidung von Marktversagen, monopolistischem Machtmissbrauch (z.B. monopolistische Anbieterpositionen) oder ruinöser Konkurrenz erfordern ein gewisses Maß an regulatorischen Eingriffen. Besonders wird hierbei auf den Marktzugang, die Preise, die Qualität und Konditionen sowie den Kontrahierungszwang geachtet. So soll mehr Wettbewerb zu höherer Produktivität führen.
