La digitalización ha supuesto un importante incremento de las actividades que, bajo la denominación de comercio electrónico, abarcan una amplia variedad de operaciones de entregas de bienes y de prestaciones de servicios en las que los clientes se relacionan digitalmente con los proveedores y prestadores sin importar la localización de unos u otros. En este sentido, son cada vez más habituales las compras a distancia por parte de los consumidores finales a proveedores situados en otros países y las prestaciones transfronterizas de servicios a particulares. El sistema de funcionamiento del Impuesto sobre el Valor Añadido (IVA) no podía ser ajeno a esta realidad y, en esta línea, se ha reformulado la tributación de las ventas a distancia intracomunitarias de bienes, de las ventas a distancia de bienes importados, de determinadas ventas interiores realizadas por empresarios o profesionales no establecidos en la UE y de las prestaciones transfronterizas de servicios a consumidores finales, incluyendo tanto los servicios tecnológicos como otros servicios. A su vez, dada la relevancia que en este tipo de operaciones tienen las interfaces y las plataformas digitales, se las incluye en el procedimiento de recaudación y control de las operaciones en las que intervienen. Finalmente, se han modificado y ampliado los regímenes especiales de declaración e ingreso del IVA recaudado en dichas operaciones que, mediante el sistema de ventanilla ?nica, facilitan las obligaciones de los empresarios o profesionales que las realizan.
