The Congolese representatives came from both the government controlled area, Kinshasa; and the territory under rebel administration, Kivu. Both groups provide coverage of the conflict, discuss issues of nationality, and emphasise the need for inclusion in national and local dialogue. The papers also debate peace-keeping and peace-enforcement; military, ethnic, political and economic constraints to peace building, and how these may be overcome; and demilitarisation and disarmament of militias operating in the eastern Congo. They analyse the state of the economy in the DRC in the periods of the Mobutu era, during the Kabila-led take-over, and since the eruption of the war; and consider the possibilities for sustainable economic reconstruction.
