Neuware -Kalunga et Kalunga Mukinzi sont deux groupements constitués dans leur majorité des Tsamba, qui représentent aussi la population majoritaire dans le Secteur de Kinzenzengo. Les Tsamba sont des Besi Kimbata, des Besi Kongo, d'origine ' M…bundu '. Les deux groupements précités appartenaient jadis à la chefferie KALUNGA reconnue en 1921. En 1934, un quiddam, soutenu par les missionnaires, a usurpé leur pouvoir en divisant la chefferie en deux groupements : du côté de la Lukula, Minikwiti et, du côté Luye, KALUNGA MUKINZI. Après plusieurs enquêtes, les Tsamba ont récupéré leur pouvoir depuis 1988. Les usurpateurs ne s'avouent pas vaincus et multiplient moult complots et diversions. La problématique abordée dans cet ouvrage est celle de la pesanteur coloniale qui mine toute l'administration et qui est opposé au peuple.
