The author has developed a resource planning and allocation model to provide CSS administration and planners a tool to address the relevant tradeoffs with regard to resource planning and allocation. The author proposes a multi-period resource planning and policy evaluation model to aid CSS administrators in making their resource-allocation decisions. This model presents a framework in which to structure the resource-allocation decision facing CSS managers, with three components: patient aggregation, design of programs, and measurement of performance. In the model, the author presents a conceptual framework for categorizing patients and services, and specifies the necessary data for the model for this framework. In addition to discussing literature and related research, the author provides a hypothetical example using this data to illustrate various types of measures that might be used.
