He then settled into his new job as Superintendent of Identification in the Fort Worth Police Department. While he worked his way through the ranks in the police department, Leonard earned a BA and Masters in Criminology and Public Administration. " In 1941, he applied for a position as chief of police of the Pasadena Police Department. While waiting for a decision on that job, Leonard was approached by August Vollmer to head a new police program at Washington State College. "" (Police Books).
