An unrecorded handbill protesting the actions of the American-installed President of Haiti, Louis Borno, and Major General John H. Russell Jr. during the disastrous U.S. occupation of Haiti. Responding to unrest on the island and hoping to secure financial control of the National Bank of Haiti, a force of 340 U.S. Marines invaded Haiti on July 28, 1915. The occupiers installed Philippe Dartiguenave as president and quickly assumed control of all government institutions, establishing a new, American-backed and trained military. Louis Borno was selected as Dartiguenave's successor in 1922, coinciding with the appointment of General Russell as High Commissioner. Borno, formerly the Minister of Foreign Affairs (and an opponent of American policy in that position), was the son of a French father and a Haitian mother, making him technically ineligible for President under the new (U.S.-imposed) constitution of 1918. The National Assembly, who was responsible for electing the president under the constitution, had been dissolved, and thus Borno was selected by a so-called "Council of State" made up of officials appointed by the occupying forces. In office, Borno and Russell achieved some gains in infrastructure through corvée labor (sometimes enforced by armed soldiers) and minor economic growth through the introduction of Sisal and sugar exports to the United States, but the occupation was ultimately a period which saw intense economic depression, severe restriction of the press, and the deaths of thousands of Haitian citizens by forced labor, mistreatment, and insurrection. Signed "The Haitian People," this handbill was produced by enemies of the occupation government, possibly with the aid of American allies (which included James Weldon Johnson and the NAACP). Issued shortly after Borno's "re-election" in 1926, it references his upcoming meeting with Calvin Coolidge and condemns Borno, Russell, and their policies in the strongest of terms: "President Bornois an usurper.The country, a Republic, is without any popular representation and is under the dictatorship of these two men.The people of Haiti are getting poorer, every day.How can a man live with such a low salary? It is why they are leaving the country for Cuba and Santo-Domingo.Rusell and Borno are responsible for this sad state of things. Nobody is allowed to raise his voice and condemn the despoctic [sic] and ruthless policy of these two men.The Haitians want the restoration of their civil liberties and the restoration of their constitutional government and ask the people of the United States to help them get rid of the frank despot that General Russell has forced upon Haiti." As pressure both on the island and the United States built for free elections, Borno eventually resigned in 1930, and U.S. officials worked with the newly elected Haitian government to withdraw from the island by 1934. We find no record of any other copy of this ephemeral piece of evidence from one of the darkest episodes in Haiti's long and turbulent history, nor of the text printed in any other medium.
