Small section missing at top of front cover and a small tear on title page. No writing or marks observed. Dmitriy Z. Manuilsky (1883 1959) was a Bolshevik revolutionary and Soviet politician. From 1926 until 1943 he was Secretary of the Executive Committee of Comintern, the Communist International. "Social Democracy" is the transcript of an address Manuilsky delivered at an unknown event.
