The services are looking more to civilian colleges and universities as sources for long-term active duty and career officers not to the ROTC programs. Present ROTC programs do not have adequate federal funding, need the reexamination of the need for compulsory ROTC instruction, the high turnover rate from ROTC programs, and the overall decline in the ROTC program. Is ROTC meeting its mission and are colleges delivering the officers required in today's Army? A clean and very presentable copy.
