Each of these and other related fields requires technical, and the treatment may be as technical and as extended as requisite. But there should be somewhere a brief, nontechnical synthesis, giving to those who are not technicians in any of the fields a general idea what it is all about. This is an attempt at making such a synthesis. The paper opens with a glance at the general legal background and at the World War development in our specific field; passes to an examination of the post bellum theroies which make air operations independent of those on the ground, and direct action against civilian morale an end in itself; attempts to weigh the cost of such warfare against the results to be expected of it; and closes without attempt at prophecy, with speculations as to possible future action.
