[Summary: This thesis deals with the local policy that developed in Malmö during the years 20142016 in relation to the presence of so-called vulnerable EU citizens, and develops a theoretical reasoning about how exclusionary borders take place and are created in cities. "Vulnerable EU citizens" is a term used by Swedish authorities to denote citizens from other EU countries who reside in Sweden without a permanent right of residence and who find themselves in situations characterized by extreme poverty and marginalization. The majority of those classified as "vulnerable EU citizens" are Roma with origins in Bulgaria or Romania. In the thesis, it is stated that in the public debate, the group is to a very high extent described as unwanted migrants. With this as a starting point, the question is thus asked how municipal and other local authorities in Malmö act to manage the presence of "vulnerable EU citizens", and how this in turn affects their opportunities to exercise their "free movement". The thesis makes an attempt to develop a theoretical reasoning around urban border practices within the EU. In particular, the mechanisms that form the basis of urban mobility control are examined: how they work, what effects they entail and what this in turn means for the person who becomes the target of such practices. The dissertation is structured around a case study of the conflicts surrounding the so-called Sorgenfri camp - a provisionally built settlement that was a home for a large proportion of Malmö's "vulnerable EU citizens" during the years 2014-2015. The Sorgenfri camp was demolished after a complicated and highly contested process through a decision by the Malmö City Environmental Committee.
