However, the use of bibliographic research grounded in Administrative Law, having the temporal limit of the Federal Constitution of 1988 and the Fiscal Responsibility Law. In diesem Zusammenhang ist dieser Artikel das Ergebnis einer Untersuchung mit dem Ziel, die Bedeutung der externen Kontrolle, der Durchsetzbarkeit der Rechtmäßigkeit und der Transparenz bei der Planung und Durchführung von Maßnahmen in öffentlichen Organisationen zu analysieren. Die Verwendung von bibliographischen Recherchen, die sich auf das Verwaltungsrecht stützen, ist jedoch durch die Bundesverfassung von 1988 und das Gesetz über die fiskalische Verantwortung zeitlich begrenzt.
