Er gilt als Begründer der Sektion moderner Sprachen in den Gymnasien und als Mitbegründer des ersten privaten Mädchenlyzeums im Jahre 1909, aus dem 1911 das staatliche Lyzeum in Luxemburg hervorgingAuch ein erster Versuch einer Universitätsgründung in Luxemburg um die Zeit des Ersten Weltkriegs geht auf Joseph Tockert zurück Auf schriftstellerischem Gebiet bekannt wurde Joseph Tockert als Mitarbeiter von Neue Zeit, Luxemburger Zeitung, Escher Tageblatt, Floréal, Les Cahiers luxembourgeois oder Journal des professeurs.Auch mit seinen kulturhistorischen Erzählungen aus Luxemburgs Vergangenheit, die er in den 30er und 40er Jahren veröffentlichte, darunter z. B. der unter der deutschen Besatzung konfiszierte Band Heimat, vergegenwärtigte er mit Hilfe kleiner Tableaus typische Episoden aus der Luxemburger Geschichte, in denen Untugenden wie Egoismus, Engherzigkeit und Intoleranz kritisch beleuchtet werden."
