"Fran" Fragos Townsend (born December 28, 1961) is the former Homeland Security Advisor to United States President George W. Bush from 2004-2007, and is currently a political pundit on TV. She previ…ously served as Deputy Assistant to the President and Deputy National Security Advisor for Combating Terrorism. In 2008, Townsend joined CNN as a contributor, but later switched over to CBS where she is now a national security analyst for them. Townsend is president of the Counter Extremism Project. Lieutenant General Donald L. Kerrick became the Deputy National Security Advisor to the President of the United States in July 2000. Prior to becoming the Deputy National Security Advisor, Lieutenant General Kerrick served as the Assistant to the Chairman of the Joint Chiefs of Staff from August 1999 to July 2000. He served at the White House as the Deputy Assistant to the President for National Security Affairs from January 1997 to August 1999. In 1995 and 1996, Lieutenant General Kerrick served as the Director for Operations for the Defense Intelligence Agency where he directed the Defense HUMINT Service and the Defense Attache System. In 1994 and 1995, he served on the White House's national Security Council as Director of European Affairs, where he was responsible for developing and managing United States policy in Europe, including the former Yugoslavia and the North Atlantic Treaty Organization. The United States is quickly losing its leadership position in science and technology (S&T). We are seeing this in our schools, our research institutes, in the intelligence community, and in our National Laboratories. Thus, it is imperative that a set of new and strategic grand challenges be identified and pursued to re-establish and assure the nation's global S&T leadership in the 21st century. In addition, turning the tide to address this crisis will require formidable leadership in key Cabinet and White House positions and steadfast emphasis on science as a catalyst to the economic recovery, competitiveness, and security. Most importantly, the new administration must devise a national S&T strategy that brings all of the nation's laboratories together in collaboration with industry and academe to tackle the nation's dominant challenges, particularly those pertinent to national security. This report of the Stimson Center's Task Force on "Leveraging the Nuclear Weapons Laboratories for 21st Century Security" addresses one critical aspect of our nation's S&T future: transformation of our nuclear weapons Laboratories. In early 2008, the Stimson Center convened a bipartisan Task Force comprised of counterterrorism, nonproliferation, intelligence, military, business, and scientific experts to provide the incoming administration with a roadmap to more effectively leverage the existing capabilities at the nation's nuclear weapons Laboratories and Nevada Test Site (NTS) to meet an array of emerging vital national security challenges. Most noteworthy is General Court-Martial Orders No. 32 records the case ag…ainst a group of Modoc Indian captives, including Captain Jack, Schonchis, Black Jim, Boston Charley, Barncho, alias One Eyed Jim, and Sloluck, alias Cok, for "Murder, in violation of the laws of war." The charges were that when the Modoc met with the Peace Commission, under flag of truce, "and treacherously disregarding the obligations imposed by said truce under the laws of war, willfully, feloniously, and of malice aforethought, kill and murder said Brigadier General Canby. All this at or near the Lava Beds, so-called, situated near Tule Lake, in the State of California, on or about the 11th day of April, 1873." the same charges were also made for the killing of Eleazur Thomas. Additionally, separate charges were made for the attempted murder of Commissioner A. B. Meacham, as well as the arttempted murder of L. S. Dyer. All were found guilty and were sentenced "To be hanged by the neck until dead, at such time and place as the proper authority shall direct.". Subsequently, and contained herein, General Court-Martial Orders No. 34. states that President U. S. Grant has modified the sentences of Barncho, alias One Eyed Jim, Sloluck, alias Cok, changing their sentence to life in prison, in Alcatraz, instead of death by hanging. Captain Jack, Schonchis, Black Jim, and Boston Charley were all hung at Fort Klamath on October 3, 1873. The other 60 cases involve theft, embezzlement, assault, desertion, intoxication, and various violations of the standards of military conduct. An interesting look at military discipline in the decade following the Civil War. General Canby was the highest-ranking officer ever killed in the Indian Wars. Moderate general rubbing to edges, corners, and boards. Very good.

This lengthy and fascinating General Order chronicles the Fort Snelling court martial trial of Captain James Starkey of the 1st Minnesota Mounted Rangers, charged with "Making false muster," "Willingly signing muster rolls containing false musters,"… "Making false return to his superior officer of the state of his Company" and "Conduct unbecoming an officer and a gentleman." Each charge is elaborated in great detail. Starkey was found guilty of most of the charges and sentenced "To be cashiered, and to be forever disqualified from holding any office of trust or profit under the Government of the United States" -- this latter sentence commuted by President Lincoln, who always believed in giving someone a second chance. Signed in type at the conclusion by Townsend as Assistant Adjutant General. General Orders were usually made in modest quantities for distribution to the various army commands, where the company clerks would collect them (hence the occasional file holes). A great many were destroyed during the course of the war, and original examples of most survive in surprisingly few copies.

Sherman and John Bell Hood that took place in Rough and Ready, Georgia, on September 19, 22, 28 and 30, 1864…. "United States prisoners received -- 146 commissioned officers. 212 non-commissioned officers. 770 privates. In all equivalent to 2,047 privates. Confederate prisoners received -- 128 commissioned officers. 225 non-commissioned officers. 979 privates. In all equivalent to 2,045 privates." How these numbers add up to 2,047 and 2,045 privates is beyond us -- must be the Old Math. Accompanied by a fine modern (circa 1960) glossy 8" X 10" photograph, a superbly done reprint of the well-known head-and-shoulders portrait of John Bell Hood in Confederate uniform. Verso bears red inkstamped "From the / Abraham Lincoln Book Shop / Collection." A superb pair.

Sheridan as… Major General: "That for the personal gallantry, military skill, and just confidence in the courage and patriotism of his troops. on the 19th day of October, at Cedar Run, whereby. his routed army was reorganized, a great national disaster averted, and a brilliant victory achieved over the rebels for the third time in pitched battle within thirty days." The acceptance of McClellan's resignation without comment or praise over a job well done speaks volumes about the much-disliked commander's lackluster performance.
