En la primavera del 1982 dos criminólogos americanos, Willson y Kelling, publicaron un modesto artículo en la revista The Atlantic Monthly, que bajo el título Broken Windowsö, pretendía establecer una teoría sobre las causas de la delincuencia, especialmente aquella que tiene lugar en los espacios públicosö. Según estos autores, las muestras de desórdenes externos (ventanas rotas) que nadie repara envían un mensaje de falta de cohesión social, que, simplificando un poco, ahuyenta a los ciudadanos de bien y atrae aquellos con intenciones más perversas. A medida que este proceso avanza, los espacios públicos acaban siendo propiedad de aquellos con intenciones criminales que los convierten en su feudo particular. A pesar de su inconsistencia (había investigaciones previas del mismo Kelling que no llevaban en esta dirección), esta argumentación consiguió imponer la idea de que el desorden en los espacios públicos era la antesala de la delincuencia y que se pusieran en práctica estrategias operativas aplicando esta idea (en la línea de la tolerancia ceroö), que, a partir de la muy difundida experiencia de la ciudad de Nueva York, fueron reproducidas en latitudes de prácticamente todo el planeta, como si de una nueva creencia o religión se tratara. Progresivamente, fueron apareciendo estudios empíricos que evidenciaban la incorrección de algunos de los postulados principales de las ventanas rotas. A pesar de ello, hay que reconocer que esta teoría puso sobre el tapete perspectivas interesantes de la seguridad y la delincuencia. Actualmente, 40 años después, estamos en condiciones de llevar a cabo un análisis documentado y equitativo sobre las aportaciones, las simplificaciones y los errores de las ventanas rotas, que, en algunos aspectos, no se pueden reparar.
