Cost trends in E-3 RSP kit configuration are presented, along with a discussion of various recent top-ten MICAP problem parts. The author concludes that extraordinarily high E-3 mission capable rates achieved during the 78-day ALLIED FORCE air operation were primarily due to opportune logistical support from the NATO E-3 base of Geilenkirchen rather than deployed E-3 RSPs. During the conflict's limited timeframe, nearly 200 reparable parts were borrowed from our NATO allies to solve E-3 MICAP situations as initial communication and logistical delays hampered U.S. resupply efforts. Finally, the author observes that recent initiatives to increase spares inventories through increased funding are likely to raise E-3 mission capable rates.

Interstate coercion can be better explained by integrating leaders' efforts to manage both political risks associated with the desire to retain political authority and policy risks associated with the successful implementation of the coercive strategy to achieve international goals.

The Army's validated requirement and procurement of the MQ-1C Sky Warrior Extended Range Multi-Purpose (ER/MP) Unmanned Aerial System (UAS) fuels a possible dilemma that the Air Force faces: encroachment of the ground forces into the 'USAF-owned' air domain versus optimal UAS support to the joint forces commander (JFC). Finding the right balance between directly supporting ground forces and employing Air Force capabilities in other operational areas is critical to achieving the JFC's desired end state and is best accomplished through a strategy framework of means, ways, and ends. The means are Air Force and Army UAVs; the ways are doctrine; and the ends are support to the JFC and to the warfighter. As long as the joint force maintains unity of command and unity of effort, and adheres to centralized control and decentralized execution, the Army's procurement and use of medium altitude UAVs for use in today's COIN fight does not change Air Force UAS force structure requirements. Consequently, JFC capability is increased and the Army gets more direct support.

In addition, all US Government (USG) and non-government actions must be applied in a coherent effort to win the hearts and minds of the people. These actions must be married up with a clear and concise information campaign, or the actions will appear to be disjointed and self-serving.

Permetherin is the most efficient clothing insect repellent available for military and commercial use. Factory treatment of military uniforms with permethrin has become a valuable force health protection measure adopted by the United States Marine Corps (USMC), the United States Army (USA) for cadets at West Point and is currently awaiting approval for the remainder of USA combat uniforms. Treatment of clothing with permetherin at the factory level has been approved by the EPA, and the National Academy of Sciences, Committee on Toxicology concluded that factory-treated uniforms are safe for long-term wear. Factory-treated permetherin uniforms effectively repel or kill all major arthropod-disease carriers even after washing the uniform up to 100 times. The cost benefits of procuring factory-treated permethrin uniforms have been proven to be as high as 64:1 in USMC cost analyses, and the benefits associated with decreased psychological and physical stressors, reduction or prevention of permanent scarring, and possibly death from certain arthropod-borne diseases are immeasurable. Weighing these factors, AF leaders must recognize the crucial role that the factory-treated, permethrin ABU plays in protecting Airmen from arthropod-borne disease. AF leaders must act now to adopt and secure these uniforms to protect all Airmen from the dangers that arthropod-borne diseases present.
