Definitions of the surgeon's role are examined and definitions of military medicine are analyzed. The history of the development of the American Military Surgeon is outlined, with emphasis on the acquisition and training of the surgeon, and the strong traditions of the American military physician are portrayed. The perceptions of 1976 Command and General Staff College students toward the evolving role of the surgeon were determined by a survey which indicated recognition of the existence of Army Medicine. The students favored retaining the physician's role in field units and maintaining a distinct Army military medical department, but they did not recognize requirement for extensive military training of the physician. There was a lack of an extensive appreciation for the organization of the Army Medical Department. The thesis concludes that physicians continue to be required in military staff positions.…

As a nation, we are not prepared to prevent or respond to these threats. A federal infrastructure does not yet exist that can adequately prevent or react to such an attack. Given these increasing threats to the territory, population, and infrastructure of the United States, the Army Reserve should have an expanded role in providing homeland defense capabilities. The Army Reserve is well suited to homeland defense missions. The necessary infrastructure already exists in all 50 states. This thesis explains the role of the federal agencies tasked with missions in the Weapons of Mass Destruction/ Homeland Defense program, and recommends the Army Reserve as the single training base to train first responders to weapons of mass destruction incidents.…

A void existed between combat and peacetime training. After Vietnam, training programs were adopted to bridge this void, and to provide a realistic training environment for the TAF's. The objective of realistic training is to reduce those past statistical nightmares of aircrews being lost within their first ten combat missions, by allowing aircrews to experience their first ten combat missions before any advent of hostilities. Current realistic training capabilities of two realistic training programs -- Red Flag and Composite Force are addressed in this thesis -- providing an in depth study and single source document on all aspects of these programs. Additionally, these programs and the importance they represent are projected into future training efforts. Realistic training programs are helping prepare the fighter force for future contingencies. Emphasis must be channelized on expanding and improving these programs. Realistic training concepts are gathering momentum and must continue to keep moving in a productive direction to maximize our military potential. …

Neuware - The Army Medical Department method of procuring physicians is examined from several aspects: (1) an historical review of physician procurement during the 1940-1973 draft period with an expiration of draft dependent programs; (2) the Army procurement plan as a forecast of anticipated requirements and the need for volunteer physicians to offset the loss of the draft and draft-motivated programs; (3) the current Army procurement system and its supporting assets including the personnel counselor system and contract advertising capabilities; and, (4) comparison of physician procurement techniques used by military and civilian recruitment agencies. Several conclusions are drawn after examining the history of physician procurement, the current national situation regarding physician manpower, and the projected needs of the Army coupled with available assets that can be devoted to procurement. The Army is forced to compete for physicians. It has a relatively well-developed and supported procurement effort dedicated to scholarship and medical student programs, but not to the qualified volunteer physician. Army Medical Department conservatism and sensitivity to any criticism directed toward recruitment efforts has inhibited the use of available assets to include common commercial advertising techniques. Stress is placed on the potential for increased procurement performance if available assets are effectively used.…

The analysis revealed that OPMS XXI, specifically its career field-based management system, is focused on the development of the field-grade officer operational and functional area specialist and not on tactically and technically proficient company-grade officers. Yet the foundation of the career field-base management system rests on company grade officers fully developed in the technical and tactical aspects of warfighting. It is recommended that a system be developed and implemented to ensure company grade officers prior to assuming command of a company-sized unit and designation of company grade branch qualification meet specific, quantifiable requirements. …
