If doctrine exceeds operational capability by looking too far into the future, the US military may face significant challenges by employing tactics and techniques not yet operational. While accounting for current capabilities, doctrine must also provide guidance for future systems and operations that fulfill each service's vision for the future. Indeed, the relationship between doctrine and technology is a delicate one. This study examines this relationship by comparing current doctrine and training involving interdiction with real-time information. Current doctrine relies on information superiority for advantages on the battlefield. Supporting this, doctrine describes 'aerial' maneuver forces that execute interdiction missions with dynamic targeting. Current doctrine supports the technology of today, but current training does not support the concepts and capabilities called for by doctrine. Limited resources, scope, and assets compartmentalize current Air Force training. Furthermore, exercises do not effectively train at the operational-level since no exercise incorporates all the elements of the theater air control system. As strategy evolves towards supporting halt phase operations that permit minimum spin-up time, military forces must prepare for battle with the most realistic training available. Current training should support today's doctrine and include information integration, real-time targeting, and operational-level maneuver. One solution to this challenge is distributed mission training that combines information systems, planning, control, and strike assets in a unified training exercise.

All the major deployments of the US Army since 1991 have involved such operations. In all these deployments, the US Army has been dominant in combat, but less accomplished in achieving success in the range of activities which comprise stability operations. It may be that such difficulties are due to a lack of effective doctrine; consequently, significant effort is being made to review this area. However, this thesis offers a study of Army units' preparation for, and execution of, stability operations in Iraq from 2003-2006 which indicates that existing doctrine--while not perfect--is detailed, validated by non-military research, and does not seem to be the principal source of the problem. The actual cause appears to be a complex mix of a misunderstanding of the role of the Army, a tendency to prefer operating without clear political-strategic guidance, and--in some areas--a focus on tactical operations at the expense of wider objectives. It follows that reviews in stability operations doctrine may be largely superficial, and a more fundamental examination of the basic concepts of warfare is required.

These conclusions provide a framework to understand the impact of foreign intervention and how it impacted the prosecution and outcome of the Angolan Civil War. This study also provides a model which can be used to examine past, present and possible future conflicts. This model can be used as a tool for strategic planners to understand the impact of external support and how it can influence their operations. It also allows for the development of a strategic plan that uses the appropriate level of support to a faction or government engaged in conflict to create a strategic result that supports national foreign policy objectives.

Currently, DLA uses a lot sizing technique referred to as the classic Economic Order Quantity, (EOQ) model. One of the key assumptions of this model is that demand is constant and continuous. Yet with Air Force bases using a lot sizing technique to place their demands for consumable items to DLA, it is apparent that the demand pattern that DLA faces, at least for Air Force specific items, is not constant and continuous. This study looks at the impact of violations of the constant and continuous demand assumption on DLA's ability to support its customers. The findings of this study highlight the fact that the EOQ model does not perform well under the lumpy demand patterns that DLA faces. In addition, the Silver-Meal algorithm was used as a comparison to see if other inventory models could better handle this lumpy demand pattern. The Silver-Meal model required less inventory on hand and at a lower total variable cost than the EOQ model DLA is currently using.

Evidence shows, however, that completion rates among e-learners are lower than that of traditional learners. Motivational theory is applied to this problem to explain why e-learners initiate, sustain, and terminate behavior. In particular, an integrative motivational model, that highlights distal and proximal processes, is introduced to identify and measure those factors most likely to influence e-learning course completion rates. Findings offer recommendations that may be useful to e-learning course instructors, administrators, and designers. Three research questions, guided by 13 hypotheses, were used to investigate motivational theory and its relation to e-learning course completion rates. Eight (8) e-learning courses were analyzed along with 497 responses received from an on-line survey. Data was coded according to whether the student completed or dropped the course. Statistical analysis showed that e-learners are more likely to invest their time, talent, and energy when they encounter fewer technical problems, fewer distractions, and more environmental support from supervisors and instructors. Furthermore, lengthy modules and low self-efficacy were found to decrease the motivational tendency to persist. Overall, results demonstrated that motivational theory can be used to predict and explain those factors most likely to influence a person's desire to 'go the distance' with e-learning. Practical and theoretical implications of the research are discussed.
