This account is based upon the testimony taken at the hearings and upon the reports of the Special Committee to Investigate Crime in Interstate Commerce popularly known as the Kefauver Committee to the Senate, prior to May 1, 1951. The Committee was formed due to a phenomenon early in 1950 of an accumulation of politico-criminal corruption events of local governments. Chairman of the Committee from May 10, 1950 to May 1, 1951 was Estes Kefauver, United States Senator from Tennessee he conducted the crime hearings with a modest, courteous, intelligent demeanor and captured the public's imagination in a spectacular way. He was able to get facts out of reluctant hoodlums without browbeating and almost singlehandedly conducted most of the hearings on ninety-two separate days. He patiently gathered evidence and told the stories in an eloquent dignified fair but firm manner of Chicago Police Captain Daniel A. Gilbert, known as the richest cop in the world, and various lawyers, accountants, and tax consultants that were employed by gangsters, which amounted to them actively participating and subsidizing gang affairs. He became the conscience of America inspiring all but the most cynical citizens to want to get out and do something about it so many communities also formed Crime Commissions. Consequently, nationwide disclosures on this particular problem found this disturbing activity being repeated in other large cities of the country. Radio and TV programs beseeched Estes Kefauver for appearances; every columnist printed items, analyses or anecdotes about him, his fan mail was monumental. Here is the interesting story of Estes Kefauver who Senator Tobey his Republican colleague put in a tribute at one of the final hearings, "this man had in his heart a need of decency in America, the people heard him, saw him (thanks to the youthful television industry), and liked him.
