(Whether items appear twice on the assets and liabili ties sides of balances, or are counted twice in the rows and columns of a matrix is immaterial. ) The budget is short-term. It is a detailed, quantitative plan of action in the near future. In this sense, budgeting is opposed to strategic planning which considers the course of action to be taken in the medium and long term. In proposing this meeting the Symposium Directors built upon several preceding NATO conferences in the general area of personnel systems, manpower modelling, and organization. The most recent NATO Conference, entitled 'Manpower Planning and Organization Design,' was held in Stresa, Italy in 1977. That meeting was organized to foster research on the interrelationships between programmatic approaches to personnel planning within organizations and behavioral science approachs to organization design. From that context of corporate planning the total internal organizational perspective was the MACRO view, and the selection, assignment, care and feeding of the people was the MICRO view. It is a rapidly gr…owing research field which began to flourish in the 1960s and which is beginning to produce commercial devices. Significant developments have been made, both in the theory and practical engineering of the subject, but there is evidence of a schism developing between these two approaches. Practical machines have usually been designed on an ad hoc basis, with little use being made of advanced theory. It is difficult to provide a rigorous mathematical treatment of many problems pertinent to a practical situation. This is due, in part at least, to a conceptual rift between theory and practice. The mathematics of optimal systems is well developed, whereas pragmatists are more concerned with vaguer ideas of reasonable and sufficient. In some situations, the quest for optimality can constrain research and retard practical progress. This can occur, for example, if too narrow a view is taken of 'optimal': the accuracy of a system may be optimal whereas its speed, cost, or physical size may be grossly suboptimal. The objective of this book is to present a glimpse of the pragmatic approach to pattern recognition; there already exist a number of excellent texts describing theoretical developments. 504 pp. Englisch.

However, actual systems subject to control do not admit a strictly deterministic analysis in view of random factors of various kinds which influence their behavior. Such factors include, for example, random noise occurring in the electrical system, variations in the supply and demand of commodities, fluctuations in the labor force in economics, and random failures of components on an automated line. The theory of con trolled processes takes the random nature of the behavior of a system into account. In such cases it is natural, when choosing a control strategy, to proceed from the average expected result, taking note of all the possible variants of the behavior of a controlled system. Correlation of such information may not only aid in the reevaluation of broad taxonomic and biological concepts but also provide a key to the specialists in the rethinking of the data available within the confines of the more restricted disciplines. We have attempted to cover the major areas of studies of species of the Basidiomycotina within the past decade or so with the exception of genetics and compatibility, which have recently been reviewed in several other works. A problem we have not been able to solve satisfactorily is the one of vocabulary. Each discipline tends to develop its own language as it becomes increasingly specialized, with time becoming unintelligible to the majority. The subject was chosen in order to satisfy the demand for a course on integrated optics which is relevant to the expanding use of fiber optics for communication and signal processing. Integrated Optics, encompassing all of the optical waveguide circuits which are the optical analog of integrated circuits, is finding its way into a variety of applications involving communi cations, high speed signal-processing, and sensors of many kinds. However, because the technology is still changing very rapidly, the development of these exciting applications relies heavily upon the physics of the integrated optical circuits themselves and the pro cessing techniques used to fabricate them. This NATO A.S.I. provided not only a thorough tutorial treatment of the field, but also through panel discussions and additional lectures treated topics at the forefront of present work. These disorders are defined narrowly as the clinical syndromes of mania and melancholia. The latter is our particular focus, for the simple reason tha…t it is more common and thus more is known about it. Our approach owes much to Adolf Meyer, who first used the term psychobiology. It was he who emphasized in a practical way the importance of the clinician consider ing the joint contribution of psychosocial and biological factors in the genesis of mental disorders. However, until the 1960s, our relative ignorance of basic mechanisms that link brain and behavior prevented the development of a genuine psychobiological perspective. Thus Meyer's work was concerned largely with teaching the importance of the personal biography and a consideration of social history in the development of mental disorder. We feel that sufficiently rigorous data have now emerged in psychia try to permit tentative but real psychobiological integration. Affective illness is proba bly the most promising area for an attempt at such a synthesis. It is our belief that the theory and clinical practice of psychiatry now can be woven into a coherent theme, integrating insights and evidence generated by the psychodynamic, biological, and behavioral methods; hence in part we review the emerging psychobiology of mood disorders with the hope that it can serve as a generic paradigm for other psychiatric syndromes. 248 pp. Englisch.

It…merely indicates that water pollution is a problem of sufficiently broad magnitude to warrant consideration by itself. Water pollution is a problem which requires the attention of a variety of disciplines. The presentation tends therefore to follow the problem ap proach, as do most interdisciplinary topics. An appreciation of various viewpoints is needed among chemists, ecologists, economists, engineers, lawyers, limnologists, managers, microbiologists, and politicians, whose communications are often 'hung up' in each other's jargon. Perhaps the presentation is too elementary at times. This was done in an attempt to bridge the diverse backgrounds of those concerned with the subject. It is hoped that engineers, economists, biologists, public servants, and others will gain a greater appreciation of the interrelationship of gross observations and biological events that occur at the cellular and molecular level. Lack of such understanding is, to a large extent, the reason for our present environmental condition. At other times the presentation is perhaps too technical. Increased research activity has been particularly noticeable in mobile source emissions, where initial observations on the mutagenic activity of diesel particulate extracts reported at the 1978 symposium stimulated the development of major research programs in government and industry. In the absence of appropriate reference materials, the U.S. Environmental Protection Agency initiated comparative genotoxicity studies to determine the relative mutagenic and carcinogenic activity and, ultimately, the potential human health risk due to exposure to various complex emission products. Among the materials investigated were those of known health risk, such as coke oven and roofing tar emissions and cigarette smoke condensates, and those of unknown hazard, such as exhaust from diesel-and gasoline-powered vehicles. Studies on diesel emission products proved useful in short term bioassay development, as the diesel exhaust extracts were genetically active with low cellular toxicity and could be obtained in relatively large quantities. Availability of such samples aided chemical characterization, and it was eventually determined that the nitro-polynuclear aromatic hydrocarbons were among the mutagenic components of diesel exhaust particulate. 608 pp. Englisch.

Members of the SIECUS Board of Directors were planning a Festschrift and dinner for Mary Calderone on the occasion of her 75th bir…thday. One planning idea was to have a booklet, filled with brief essays from prominent sex educators, distributed between the roast beef and the ice cream. My reaction was that such 'souvenirs' find their burial place in the same dusty drawer as the program from the high school prom and ticket stubs from South Pacific. I suggested a more lasting, noticeable 'monument,' a 'proper' (as the English say) book which would draw contributions from both SIECUS and non-SIECUS scholars. 1 was too clever to be trapped as editor (in a 1974 preface, I had written 'I swore 1 wouldn't edit another book'). And so I seduced Lorna Brown (into being editor). I contacted a few potential con tributors, suggested a few others, convinced Leonard Pace at Plenum Press that this was a worthwhile venture, and left the country. To my amaze ment, six months after settling in Cambridge, England, the rough draft of the book arrived along with areminder from Lorna that during the se duction I had promised to write an Introduction. 284 pp. Englisch.

Indeed, among male Wistar rats and C57BL/6J and A/J…mice followed since weaning on AL diets, the data suggested that relatively higher BW across the adult LS was generally associated with longer life. Even when the diet was restricted by EOD or RES regimens, this pattern of positive correlations between LS and BW persisted for the C57BL/6J and A/J strains when relative ages were analyzed. However, when BW at absolute ages were correlated with LS, support for the positive relationship between BW and LS was not as forthcoming. When AL groups were assessed beginning at later ages ( 10 months), the pattern of positive correlations was very evident for the Wistar rats--heavier rats tended to liver longer. This pattern was also evident among AL-fed C57BL/6J mice followed since 6 months, but was lost in the 10-month group in this strain. Among A/J mice on AL diets, the pattern became somewhat negative when followed at 6 and 10 months of age. However, among both C57BL/6J and A/J mice placed on EOD diets at 6 and 10 months of age, the pattern clearly tended toward the positive. 368 pp. Englisch.

At the time of the first conference, results of experimental measurements of dielectronic recombination in electron ion beams were beginning to appear. These showed large discrepancies with theoretical calculations, which were attributed to the effects of rather weak electric fields on the highly-excited states that mediate the recombination process. This conjecture gave rise to widespread concern in the plasma physics community that the representation of dielectronic recombination in existing plasma models, in which it plays an important role in energy and ionization balance, might be seriously in error due to neglect of the effects of electric and magnetic fields. Most of us were… convinced in those days that treatment could, and indeed should, take place with a minimum of involvement by the patient's family. Nor did we really consider that the community in which a patient lived was a significant contributor to either his illness or its cure. These naive assumptions were strongly challenged, of course, be ginning with the questions of social psychiatrists in the 50s and con tinuing with the quiet growth of the patients' rights movement. Thus it is no mere coincidence that when the community psychiatry movement emerged in the mid-60s as a powerful force for profound change in our traditional practice, the concept of partial hospitalization, which can be traced back at least 30 years, became a symbol of the new social psychiatry. Partial hospitalization had singular advantages well attuned to the times: it did not force a separation between the patient and his family; it cost far less to deliver than inpatient care; and it avoided the stigma of institutionalization while still providing far more care than the traditional psychotherapeutic hour. In a few years' time, several well controlled studies documented that virtually all patients who were cus tomarily treated on an inpatient basis could be effectively managed and treated in a day hospital. 224 pp. Englisch.
