Nach dem Studium in Leipzig und Jena der evangelischen Theologie arbeitete er in Greiz als Hauslehrer, dann an öffentlichen Schulen und ab 1817 als Pfarrer u.a. in Ranis. ER wirkte bei Ausgrabungen des Vogtländischen altertumsforschenden Vereins mit, der 1825 in Hohenleuben gegründet worden war. Dort berichtete Börner über seine Ausgrabungen, heute Ausstellungsstücke auf Burg Ranis.Sein Bändchen 'Volkssagen aus dem Orlagau' (erschienen Altenburg 1838) knüpft hier an. Wie von Funden erzählt er populäre Stoffe, die in der Region des Vogtlandes bzw. dem Tal der Orla spielen. Ilsa und die Höhle der Burg Ranis, die goldene Schäferei, Sagen um Perchta (eine Frau Holle-Gestalt) und Sagen rund um Waldweibchen und Futtermännchen gehören dazu.In Börners Sammlung unterhalten sich befreundete junge Erwachsene über 'Alterthum', über 'Fund und Erfindung'.
