Maximalist approach through trial had been problematic as the post war initiative stalled for political constraints whereas restorative mechanism has inherent challenges in the context of Bangladesh. Minimalist approach was not free from criticism as perpetrators were benefited through that. This also necessitates tightening an independent system of checks and balances in an effort to prevent the misuse of power of the executive branch, and to convince it to cooperate with the legislative and judicial branches in serving the public. Current governments' energy policies have resulted in an artificially high demand. This raises the question whether futures markets might be an appropriate tool for the propagation of biofuels. This study examines market efficiency and unbiasedness of ethanol futures market. The Johansen cointegration procedure is used to test for long-run market efficiency and unbiasedness and the short-run efficieny and unbiasedness is analyzed using an error-correction model (ECM). The design of this model allows a possibility for futures markets to exhibit shor-trun pricing inefficiencies and biasedness. The results indicate that even though ethanol futures have only recently been introduced and the market is relatively thinly traded compared to other, well established commodities futures, the ethanol futures market is both efficient and unbiased in the long and short-run. 100 pp. Englisch.

Not all community sectors were equally willing or able to become involved in health care decision making (Starzomski, 2002).The aim of this work therefore was to identify and describe the determinants of community involvement in health partnerships. This community based study was conducted in Kakelo Kamroth a sub-location in Rachuonyo District of Kenya employing a cross sectional design using both qualitative and quantitative data collection methods. The study found that of the 300 households sampled; only 28% of households were involved in health partnerships (HP s).It is therefore recommended that partners in health consider intensifying community mobilization on the community health strategy right from household level. 100 pp. Englisch.

In addition, it also estimates the dynamic panel data model, linking the current carbon dioxide emissions to previous emissions in SSA countries. Trends in adolescent sexual behaviour are changing, and teachers must be aware of these trends to provide necessary sexuality education to this cohort. The aim of this study, therefore, was to examine teachers view points on adolescent sexuality education. The study was conducted among 90 randomly selected teachers in three selected secondary schools in Anyigba, Kogi State, Nigeria. Data for the study were collected with the use of structured self-administered questionnaire. Frequency counts and simple percentage were used to analyze the data generated for the survey. The study found that teachers knowledge about sexuality education was high. They were also positively disposed towards the teaching of sexuality to students in schools, though, their attitude were poor. Data also revealed some benefits and hindrances to effective sexuality education in schools. 68 pp. Englisch.

But, in the empirical literature, there is little agreement in its effect on a number of policy g…oals. Accordingly, this study aims at evaluating the effects of fiscal decentralization on social services access in Ethiopia, which undertook a massive shift of fiscal resources to regions in 1994 and to districts in 2002. The results suggest that although the decentralization has been characterized by some kind of vertical and horizontal fiscal imbalances, it has had significant effects on primary gross enrollment rate, childhood immunization and infant mortality rate. Moreover, the policy has achieved a satisfactory equity in terms of both equality of opportunity and inter-regional equity by reducing disparity in access to social services between previously underserved and better-off regions, suggesting that fiscal decentralization has been a pro-poor policy. Thus, the study urges policy makers and development agencies to close the existing fiscal gaps, possibly via fiscal equalization approach, for better social service access at the grassroots level 96 pp. Englisch.

This thesis aims to contribu…te to filling this gap by examining how style of mediation influences the prospects for both peace and durable peace. More specifically, the effectiveness of two different mediation processes will be compared: the United States mediation style during the Dayton peace talks and Australian s and New Zealand s mediation style during the Bougainville peace talks. It follows from this comparison that the way third-parties contribute to making peace significantly shapes the prospects for durable peace. The style of mediation employed in the Bougainville peace process is preferable in terms of sustainability; yet, due to contextual factors - such as a high conflict intensity - a mediation style closer to the one employed during the Dayton peace talks may be necessary. Knowing how international mediation works under particular circumstances and under which time horizon is therefore essential to the success of third-party conflict involvement. 100 pp. Englisch.

Funds in working capital may be utilized…to address these concerns. The present research study makes an endeavor to examine relationship between working capital management policies and profitability. According to results, industrial sectors are following, significantly, different approaches to manage their working capital. All sectors illustrated that a conservative working capital investment policy generate positive returns except for one sector. Moreover, adopting an aggressive financing policy leads to higher earnings in four sectors and three sectors depicted opposite results. Present study may contribute towards the existing finance literature and current study may help the financial managers and policy makers to enhance their return on assets and equity by managing a suitable working capital investment and financing policy. 88 pp. Englisch.
