Current governments' energy policies have resulted in an artificially high demand. This raises the question whether futures markets might be an appropriate tool for the propagation of biofuels. This study examines market efficiency and unbiasedness of ethanol futures market. The Johansen cointegration procedure is used to test for long-run market efficiency and unbiasedness and the short-run efficieny and unbiasedness is analyzed using an error-correction model (ECM). The design of this model allows a possibility for futures markets to exhibit shor-trun pricing inefficiencies and biasedness. The results indicate that even though ethanol futures have only recently been introduced and the market is relatively thinly traded compared to other, well established commodities futures, the ethanol futures market is both efficient and unbiased in the long and short-run. 100 pp. Englisch.

The aim of this study, therefore, was to examine teachers view points on adolescent sexuality education. The study was conducted among 90 randomly selected teachers in three selected secondary schools in Anyigba, Kogi State, Nigeria. Data for the study were collected with the use of structured self-administered questionnaire. Frequency counts and simple percentage were used to analyze the data generated for the survey. The study found that teachers knowledge about sexuality education was high. They were also positively disposed towards the teaching of sexuality to students in schools, though, their attitude were poor. But, in the empirical literature, there is little agreement in its effect on a number of policy goals. Accordingly, this study aims at evaluating the effects of fiscal decentralization on social services access in Ethiopia, which undertook a massive shift of fiscal resources to regions in 1994 and to districts in 2002. The results suggest that although the decentralization has been characterized by some kind of vertical and horizontal fiscal imbalances, it has had significant effects on primary gross enrollment rate, childhood immunization and infant mortality rate. Moreover, the policy has achieved a satisfactory equity in terms of both equality of opportunity and inter-regional equity by reducing disparity in access to social services between previously underserved and better-off regions, suggesting that fiscal decentralization has been a pro-poor policy. Thus, the study urges policy makers and development agencies to close the existing fiscal gaps, possibly via fiscal equalization approach, for better social service access at the grassroots level 96 pp. Englisch.
