This volume explains 'The West and the Rest' paradig…m and follows its legacy with analysis of the development of the concepts of cultural globalization, cultural convergence, and their continued proliferation in authoritarian dictatorships, despite strong government censorship. It explains this trajectory in the context of technological innovations that have fueled the evolution of cross-border cultural messaging. This messaging continues to proliferate via largely illicit citizen-managed markets that keep developing ways to evade the censorship of central governments in the remnants of the Communist world. Its popularity with ordinary citizen keeps growing because of showing higher standards of living and well-being. Citizens embrace it as an escapist mechanism and this embrace is analyzed as an outcome of soft power. The dynamic is discussed on two fronts in this volume. One is with a focus on the technological innovations since the end of the Cold War that have increased the breadth, scope, and source of cross-cultural messaging. The other is with a focus on the evolution of the economic structure of the former Communist world. Wealth and digitization are congruent and therefore, a parallel lesion discussion is offered on the change of economic realities of the last decades of Communism and today. The change is the significant growth of wealth in the former Communist world. Authoritarian governments are deploying it in their own soft power ways to promote their domestic and international clout and defy Western cultural and diplomatic pressures, including economic sanctions. This resilience is discussed with a focus on how Russia is withstanding the unprecedented economic sanctions imposed on it for its war on Ukraine. It does so with the help of its ideological allies, including North Korea and China, eager to support Russia in its defiance of Western values. The soft power of these autocratic power players is examined further in the context of the interplay between soft and sharp power. This interplay redefines formal and informal socio-cultural diplomacy. Drawing from Michel Foucault's work on security as a species concept, it develops thre…e non-speciesist strategies - the genealogical, the figural, and the fictional - for deactivating the genocidal apparatus of area.The hypothesis advanced here is that it is not just the democratic idea of the social contract nor the capitalist commodification of labor that introduces the element of fiction into the political in a self-conscious way. Rather, the configuration of the temporal imaginary drawn from the global history of settler colonialism is what ultimately introduces the element of fiction into the modern notion of political community realized in the nation-state. Yet as the historical experience of Nazism's radicalization of the settler colonial project reveals, the 'fiction of the political' is ultimately connected not just to the nation-state but to the imaginary relation known as the West. Having posited a fundamental link between genocide and the imaginary relation known as the West, the essay concludes by summarizing the two main types of methodological discontinuity practiced by Foucault: the first consists in the singular site of transition at which discontinuity is rendered into continuity; the second consists in the biopoetics of narrative metalepsis that is a stylistic trademark of Foucault's writing. 161 pp. Englisch.

Over the past decade, they ha…ve attracted growing attention from researchers, policymakers, and funding bodies, culminating in high-profile recognition such as recognition among the Top 10 Emerging Technologies of 2025 by the World Economic Forum by the OECD in its forecasting as a foundational technological development that will reach maturity in the next 5-10 years. Within the European Union, the European Innovation Council has explicitly identified ELMs as a strategic priority, supporting their development through targeted funding initiatives aimed at positioning Europe at the forefront of this still-nascent technological domain. At the same time, ELMs challenge the conceptual and institutional foundations of existing regulatory frameworks. By integrating living cells into functional materials, ELMs blur traditional distinctions between products and processes, organisms and objects, and biological and industrial systems. Many ELMs rely on genetic engineering, often through new genomic techniques such as CRISPR-based mutagenesis, placing them squarely within the scope of European Union legislation governing genetically modified organisms (GMOs) and genetically modified microorganisms (GMMs). These regulatory regimes, however, were largely designed in the late 1990s and early 2000s with agricultural biotechnology and food safety in mind. The central question addressed in this study is therefore whether the current EU regulatory framework is capable of accommodating ELMs in a way that ensures safety while also fostering innovation and investment. The book adopts an interdisciplinary methodology to assess how this regulatory framework interacts with the development of ELMs. Doctrinal legal analysis is used to map the scope, structure, and internal logic of EU legislation governing GMOs, GMMs, food law, medicinal products, and environmental release. This is complemented by an economic analysis based on real options theory, which examines how regulatory uncertainty, approval delays, and compliance costs affect incentives to invest in ELM-related innovation.
