Future scenarios are haunted by uncertainty and there is real ambivalence as to…the values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. TA goes beyond traditional expert policy analysis by systematically combining a multi-disciplinary evidence base with participatory approaches to policy deliberation. TA thus seeks to act as a hub for serious and transparent dialogue between policy, industry, science, and society about the challenges ahead and the available options for overcoming them responsibly. This volume offers an up-to-date account of the expansion of technology assessment capacities across new European member states. It develops the original concept of 'fluid security' to analyse the way in which persons carry a set of tools, strategies and attitudes across spatial, t…emporal and imagined borders. This concept applies a mobilities lens to human security in order to take into account the aspirations and needs of mobile populations appropriate for a globalising world. The book brings to light the diverse experiences of mobility and the multiple vulnerabilities experienced by individuals that intersect with, and sometimes challenge, national security domains. The authors analyse mobility patterns that are diversifying at a rate far outstripping the capacity of governments to adapt to the human security needs of mobile populations. While the idea of global citizenship may be held up as an ideal through which access to rights is not an arbitrary lottery, it remains far from a reality for the majority of migrants. They are excluded from the migratory flows global elites engage in almost at will. This important book advances the idea that mobile individuals can generate their own security when they have agency and the ability to plan; that experiences of security are not necessarily tied to permanence; that mobile populations benefit from policies that support transnational life; and that fluid security is enhanced when individuals are able to carry a bundle of rights with them. 296 pp. Englisch.

Tackling the thorny issue of the inapplicability of modern investment theory to a developing country, she situates the analysis of inv…estment in Syria in its historical context and examines the socioeconomic structure and political preconditions that set the course of capital accumulation. Matar argues that the class in charge of development, which oversaw the allocation of resources during the Hafiz and Bashar Assad regimes, precipitated a crisis of capital accumulation. Difficult-to-access data and information compiled from fieldwork reveal how neoliberal reforms failed to build productive capacity and instead enriched a few through short-term speculative and mercantile ventures. Productive investment in Syria prior to the uprising lurched downward, and the key related socio-economic variables followed. These deteriorating conditions contributed to the social explosion in 2011. Exploring the poor quality and quantity of investment, this study probes how the cant of the free market served as a veneer behind which the institutional decisions distorted income distribution in a way that would inevitably lead to collapse. 200 pp. Englisch.

Moreover, it shows that the networks developed various functions to influence European governance.
