Within the overall socio-economic and political context of Bangladesh, charland remains an ignored national resource. Rescuing charlands from illegal occupation and grabbing, redistribution of those among the poor people in the chars, appropriate management of char lands, enactment and implementation of pertinent rules and practices, and participation of char people in the process - all these constitute prime issues of agrarian reform in Bangladesh. Char people have got into a trap of distress, destitution and deprivation. About 90 percent of the char people are river eroded with almost all of them being landless of functional landless and 97 percent living without rehabilitation. Conflict, violence and bloodshed seem to be a never-ending dilemma in the life in char. Agrarian reform is a must to ensure human development in Bangladesh. In realizing this, char people's right to land and right to rehabilitation should be realized. High political commitment coupled with respect to char people's voice and organized movement for land and water-bodies are necessary. Abul Barkat, Ph.D, the principal author of this book, is currently Professor of Economics, University of Dhaka, Bangladesh. Dr. Barkat strongly regards human development as human right and a freedom mediated process, and therefore stresses on ethical and moral dimensions of human development. (jacket).

These liberalization measures have led to a remarkable decline in quantitative restrictions notable opening up of trade in many restricted items significant rationalization and diminution of import tariffs fundamental transformation of the foreign exchange regime and promotion of the export oriented sectors. Although a remarkable rise in exports marks the same period if the growth of the ready made garment sector is to be attributed to a restricted textiles and clothing global trade managed under the Multi Fibre Arrangement (MFA) regime which expired only recently the impact of liberalisation in stimulating export response can be doubted. In the aftermath of the MFA phase out how effective a policy of liberalization will be in promoting exports is therefore a serious concern. This book reviews the main elements of trade and industrial policy environment in Bangladesh and their evolution to current situation while examining the trade policy options for supporting export and growth. It also provides an appraisal of investment climate assessments to identify the most relevant issues for consideration and attempts a brief review of constraints associated with some selected non traditional export sectors. 168 pp.

Summary and conclusion/Selim Raihan and Abdur Razzaque. Reference. Index. Despite being somewhat paradoxical the world has in recent times witnessed ambitious multilateral trade negotiations along with a proliferation of regional trading blocs. Almost all countries are now involved in both types of trading arrangements with Bangladesh actively participating in several important trade talks under the World Trade Organisation (WTO) alongside its commitments to the South Asian Free Trade Area (SAFTA). Different multilateral and regional trade negotiations have however different implications. For example while the liberalisation of global agricultural trade by reducing subsidies in rich countries and thereby causing prices to rise will benefit many developing country farmers it may hurl a formidable challenge for the net food importing countries in ensuring food security for their poor populations. Similarly WTO negotiations in non agricultural goods aim at improving market access for many but for the least developed countries including Bangladesh currently enjoying tariff preferences in a large range of products in major markets the ensuing outcomes could lead to preference erosion undermining their competitiveness. Regional trading arrangements can also be challenging as they tend to replace global imports with less efficient regional supplies resulting in adverse welfare consequences. Effective trade negotiations partly depend on a priori assessments of possible negotiation outcomes. As such it is very important to provide the policymakers and trade negotiators with informed inputs on the potential implications of negotiating issues. Since trade negotiations comprise subject matters of conflicting interests often amongst countries at comparable levels of development that otherwise share and support similar views and positions only country specific objective analyses based on appropriate research methods can inform the negotiators in the best possible way. This book is an endeavour in that direction. It focuses on some of the major issues in the on going multilateral and regional trade negotiations and employs state of the art analytical tools to empirically assess their likely implications for Bangladesh. While the analyses and results presented would be useful for policymakers and trade negotiators this volume would also be of interest to trade analysts involved in empirical research. 250 pp.

Mosaic of Memories is an autobiography containing a broad sweep of the socio politico economic developments in the territory now constituting Bangladesh from an individual's point of view. The time horizon is roughly the last six decades of the twentieth century. Starting from about the Second World War the chronicles end just at the outset of the 21 Century. The author A.T.M. Shamsul Haque was the Deputy Commissioner of Dhaka on the night of 25 March 1971 and witnessed first hand the brutalities perpetrated on the unarmed Bangalees by the Pakistan Armed Forces. His survival was providential more than once. He is a witness to the developments before and after that dark day. There are intimate details of some of these hitherto unpublished accounts as well as horrendous and hair raising events in this gripping narrative. As the Secretary in charge of the Ministry of Information and Broadcasting the author observed the three coups d'etat of 1975 from very close quarters. Information of some interesting behind the scene activities will be found in the book. The author has dealt with the issue of rural development from the experiences he gathered working in the concerned Ministry and in his capacity as Director General of CIRDAP for long eight years. As Chairman Public Administration Reform Commission he has furnished recommendations suitable to our present day needs. Based on his active involvement in politics for about a decade and participation in the General Elections of 1996 and 2001 he has dissected the major deficiencies in our system and offered suggestions that may provide food for thought to those who matter. 270 pp.

If hand mill gives us the society of feudal lord and steam mill gives us the society with industrial lord then microchips gives us the society with global capitalists. Thus revolutionary changes in the information technology have led contemporary capitalism top enter into a new stage globalization. It is a holistic process that has impact in all spheres of social relations. The molding effect of computerization in social processes has unified the world into one world. Economic relations have transcended the national boundaries. The power of nation state has been eroded by various transnational organizations. Culturally glob lists hold mankind has become denizens of an integrated habitat the global village where both the rich and poor will have opportunity to share the resources of the world. This has made the struggle for socialism or nay alternative to capitalism irrelevant. Capitalism has triumphed in that sense be a part of it because that is the reality. (jacket) 128 pp.

But all the mosaic pieces do not glitter particularly a large number of small pieces are not distinct and also not blended well with the big and dominants. About 45 indigenous communities are indeed very much discriminated against and segregated from the mainstream. The book presents the issues where the pain of discrimination exploitation and other forms of deprivation is obvious and strongly felt. The indigenous communities are living in the country for centuries but their very recognition is unclear. They do possess unique cultural identities but are hardly valued. Their living is tough and full of hardship but remain unattended and unaddressed. To comprehend such a situation the book has organized facts and figures obtained through a baseline study in a manner that will give brief but meaningful information of the indigenous people. Beside various factors which are keeping them out of the mainstream the most crucial are socio economic and cultural. Nevertheless land remains the major concern. Once owned and now lost is a tragedy in a person's life. Along with other influencing factors keeping them alienated are dedicational backwardness non functioning role of the customary organizations less access to legal support and other services from government and non government agencies. All these are integral part of the book. While reading each chapter certain recommendations can be noted and these are put forward in overt and covert language. 100 pp.
