Es ergibt sich, daß Glioblastome beim männlichen Geschlecht häufiger (60,6%) als beim weiblichen (39,4%) vorkommen. Sie finden sich in jedem Lebensalter, bevorzugen aber die 5. und 6. Lebensdekade. Sie sitzen häufiger in der dominanten als in der nicht dominanten Großhirn hemisphäre. Glioblastome des Balkens und der Stammganglien sind viel seltener als Glioblastome der Großhirnhemisphären. Lieblingslokalisationen sind das Stirn- und Schläfenhirn, gefolgt vom Occipitallappen. Die Krank heitsentwicklung verläuft bei der großen Mehrzahl der Patienten rasch und führt 2 bis 3 Monate nach Beginn zur Behandlung. Die Symptomatologie wird vorwiegend von Kopfschmerzen, psychischen Veränderungen im Sinne eines organischen Psychosyndroms und Lähmungen beherrscht. Außerdem spielt die symptomatische Epilepsie eine wichtige Rolle. Stauungspapillen finden sich nicht ganz bei der Hälfte der Patienten. Die Blutsenkungs geschwindigkeit war in einem Drittel der Fälle erhöht. Summary By means of records of 422 clinically observed patients with glioblastomas the semeiology of these malignant tumours was analysed. This analysis showed that males were affected more commonly (60,6%) than females (39,4%). They occur in all age groups but especially in the 5th and 6th decades. They aremorefrequent in the dominant hemisphere than in the non-dominant one. In the modern world it is becoming increasingly clear that these two ways of organizing economic life must learn to get along with each other and develop vehicles of mutual advantage. This is especially true in the re lations between advanced and developing economies because for historical reasons, the development of non-Western economies today is taking a course quite different from the path of the advanced business economies of the West. It is desirable for both spheres to try and understand each other and look for ways of getting along. International tensions can be alleviated to the degree that positive attitudes are taken and mechanisms of the kind dealt with in this book are created. Much of the problem is simply one of semantics. The term 'socialism' or 'socialistic pattern of society', for example, which is often used in India as a positive word has very negative conno tations for Americans. There are, of course, socialists in India who would make their economy entirely publicly owned, indis tinguishable from the Chinese or the Russian, but the vast majority of leaders associated with the dominant party in India visualize a present and future mixed economy not too different from that reached by the United States through a very different road. A constitution read outside the context of constitutional history is incomplete, and I have, therefore, tried to trace the developments which culminated in the constitution; then study its important features with reference, where necessary, to the background in which they took shape and form; and, while studying how the constitution has been working, touch lightly on contemporary events and trends. It is a vast canvas I am trying to cover and what I am able to draw on it would inevitably be sketchy. But I do not write as a historian whose focus is on detail in a narrow area. Rather, having dug and gathered the facts, I trace their sweep in history. The details I willingly and happily leave to the historians, hoping only that my study will be of some use to them, if only as a target for their learned criticism. Some of the events and people I describe are still too near, and a clear perspective is therefore difficult. Meanwhile, observation groups with a longer history are on duty in Kashmir and along the Israeli borders. All of them lived, worked and reported in an atmosphere of controversy. Perhaps none could have claimed that their work ended in full success. Their existence, however, suggests that the United Nations has developed a special political instrument for use in troubled areas where solutions are elusive but where danger of a spreading con flict is never distant. Yet it has been widely recognized that on many points writers, even of the most respecta ble authority, have merely repeated the statements of their predecessors, sometimes with the result that error or some indivi dual dogma or predilection has been perpetuated. The three-mile limit of territorial waters, for example, was long identified with the range of cannon and with the famous dictum of Galiani until modern historical research revealed more accurately its historical origin in the practice of states. The very definition of internation al law as a law of which only states were subjects impelled to somewhat far-fetched inclusions of certain political entities as 'states,' and has had at last to yield at least to the concept that an international organization may also be a subject of inter national law. The long repetition of the essential attributes ot states - sovereignty, independence, equality - has not altered the realities of the very great differences between states in respect of each of these attributes. Of the three, process is the most unstable - procedure and facts. Of the two, facts are the most intractable.
