Although in the past law reform was slow, since 1969 the impetus for reform has gathered momentum. It is no exaggeration to say that the changes that have occurred in Europe in the last six or seven years have radically altered the very concept of the family in Europe. The degree of 'modernization' offamily law may indeed be used as an index of a society's degree of Westernization. 'l Yet, such is the force of traditional patterns of thought that, although we are aware of distinct changes in various legal systems, the underlying and implied assumption is that family law can still move within the traditional framework. This is not surprising for, until comparatively recently at least family law was not thought of as a suitable subject of unification. It was claimed that there is a peculiar and distinct element which derives from the mores and innermost beliefs of each people, from a sort of family Volksgeist that renders impossible the approximation or unification of family law.

Some of these are indicated by our list of future articles. Some have so far not appeared on our list because the topics have been reviewed re cently in other channels. Much of our series has originated from the sug gestions of our colleagues. We continue to welcome such aid and we continue to need, particularly, more suggestions about experimentalists who might write articles on experimental topics.

Husserl defended the dissertation that would qualify him as a university lecturer at Halle. Entitled 'On the Concept of Number,' it was written under Carl Stumpf who, like Husserl, had been a student of Franz Brentano. In this, his first published philosophical work, Husserl sought to secure the foundations of mathematics by deriving its most fundamental concepts from psychical acts.! In the same year, Heinrich Hertz published an article entitled, 'Con cerning an Influence of Ultraviolet Light on the Electrical Discharge.' The article detailed his discovery of a new 'relation between two entirely different forces,' those of light and electricity. Hermann von Helmholtz, whose theory guided Hertz's initial research, called it the 'most important physical discovery of the century,' and Hertz became an immediate sensation. He lectured on his discovery in 1889 before a general session of the German Association meeting in Heidelberg. In this lecture that, as he wrote beforehand to Emil Cohn, he was deter mined should not be 'entirely unintelligible to the laity,' Hertz explained that light ether and electro-magnetic forces were interdependent. He went on to tell his audience that they need not expect their senses to grant them access to these phenomena. Indeed, he said, the latter are not only insusceptible of sense perception, but are false from the standpoint of the senses.

As used here, the term 'geo stationary' must be taken loosely because, in the long run, the satellites will not remain 'stationary' with respect to an Earth-fixed reference frame. This results from the fact that these satellites, as is true for all satellites, are incessantly subject to perturbations other than the central-body attraction of the Earth. Among the more predominant pertur bations are: the ellipticity of the Earth's equator, the Sun and Moon, and solar radiation pressure. Higher harmonics of the Earth's potential and tidal effects also influence satellite motion, but they are of second order when compared to the predominant perturbations. This volume deals with the theory of geostationary satellites. It consists of seven chapters. Chapter 1 provides a general discussion including a brief history of geostationary satellites and their practical applications. Chapter 2 describes the Earth's gravitational potential field and the methodology of solving the geostationary satellite problem. Chapter 3 treats the effect of Earth's equatorial ellipticity (triaxiality) on a geostationary satellite.Chapter 4 deals with the effects of the Sun and Moon on the satellite's motion while Chapter 5 presents the combined influences of the Sun, Moon and solar radiation pressure. Chapter 6 describes various station-keeping techniques which may be used to make geostationary satellites practically stationary. Finally, Chapter 7 describes the verification of the theory developed in Chapters 3, 4 and 5 by utilizing the Early Bird synchronous satellite observed data as well as its numerically integrated results.

Hence experimental results are little more than guidelines as to how the Earth may respond to forces on long time scales.
