We have examined if, and to what extent, this impact differs from that of technological innovation in the past. Our findings strongly suggest that there is a difference. With regard to the quantity of work, the introduction of informa tion technology seems to accelerate the historical trend of capital intensification which is accompanied by reductions in the average numbers of hours worked per year. The other changes associated of with information technology signal a trendshift. Degradation work is transformed - though hesitantly - into upgrading; dif ferentiation and increasing scale into reintegration and decreasing scale; and mass production into custom tailored production. The rise of the information sector has reinforced this trendshift. The algebraic theory of semigroups is growing so rapidly and new important results are being produced at such a rate that the need for another meeting was well justified. When the Communists seized China, the American Department of State, which was planning to recognize them, left its entire diplomatic establishment in place. At the time, I was a Vice Consul in Tientsin, so I found myself living under the Communists. While the Department of State was planning on recognizing the Communists, the Communist plans were obscure. In any event, they weren't going to recognize us in the Consulate General until formal relations were established between the two governments, so I had a great deal of leisure. As a man who then intended to spend his life as a political officer in the Department of State, I decided to fill in this time by reading political science. I rapidly realized, not only that the work was rather unsatisfactory from a scientific standpoint, but also that it didn't seem to have very much relevance to the Communist government under which I was then living. ! I was unable to solve the problem at the time, and after a number of vicissitudes which included service in Hong Kong and South Korea, neither of which was really a model of democracy, I resigned and switched over to an academic career primarily concerned with that mixture of economics and political science which we call Public Choice. Our approach involves first identifying the various scales at which material and structural response and failure occur. Within each level of behavior we address the basic mechanical phenomena for which a clear physical description is not available. ONR's program emphasizes experimental research to identify and quantify the interacting behavior and response mechanisms. Theoretical and computational approaches are developed to explain the details of the physical processes and to establish the technology necessary to control the thermomechanical behavior of materials and structures. Within the Department of Defense, it is a natural evolution that all new systems must generally operate in more demanding environments than the systems they replace. Thus, structural designers are pushed towards lighter weight, precision structures utilizing new materials. In such an environment, structural design mar gins simultaneously shrink and become more critical. Such trends make it essential that a well founded scientific base for the nondestructive detection and assessment of subcritical flaws in structural materials and structures exist. First and lowest (rationalitYl) the goal directed action of an agent with given aims and circumstances, where among his circumstances we included his knowledge and opinions. On this level the magician's treatment of illness by incantation is as rational as any traditional doctor's blood-letting or any modern one's use of anti-biotics. At the second level (rationalitY2) we add the element of rational thinking or thinking which obeys some set of explicit rules, a level which is not found in magic in general, though it is sometimes given to specific details of magical thinking within the magical thought-system. It was the late Sir Edward E. Evans-Pritchard who observed that when considering magic in detail the magician may be as consistent or critical as anyone else; but when considering magic in general, or any system of thought in general, the magician could not be critical or even comprehend the criticism. Evans-Pritchard went even further: he was sceptical as to whether it could be done in a truly consistent manner: one cannot be critical of one's own system, he thought. First and lowest (rationalitYl) the goal directed action of an agent with given aims and circumstances, where among his circumstances we included his knowledge and opinions. On this level the magician's treatment of illness by incantation is as rational as any traditional doctor's blood-letting or any modern one's use of anti-biotics. At the second level (rationalitY2) we add the element of rational thinking or thinking which obeys some set of explicit rules, a level which is not found in magic in general, though it is sometimes given to specific details of magical thinking within the magical thought-system. It was the late Sir Edward E. Evans-Pritchard who observed that when considering magic in detail the magician may be as consistent or critical as anyone else; but when considering magic in general, or any system of thought in general, the magician could not be critical or even comprehend the criticism. Evans-Pritchard went even further: he was sceptical as to whether it could be done in a truly consistent manner: one cannot be critical of one's own system, he thought. On this level (rationalitY2) of discussion we have explained (earlier) why we prefer to wed Evans Pritchard's view of the magician's capacity for piece-meal rationality to Sir James Frazer's view that magic in general is pseudo-rational because it lacks standards of rational thinking. 496 pp. Englisch.…
