The rapid increase during the 1970s in the pace of fo…reign 1 investment -with the acquisition of real property as a centerpiece-has stirred new concern for the ability and disability of aliens to invest in and acquire title 2 to the physical territory of a given state. With a variety of factors now stimulating 3 foreign investment in land, increased attention has been given in many countries to the role of the state in controlling, inhibiting or prohibiting investment in real property by aliens. English law long ago established that the alien would be subject to significant 4 disabilities in connection with the ownership of land. The imposition of similar 5 restrictions on aliens is found in the early law of most nation-states. Such disabilities have their roots in the feudal period, and it was not until the eighteenth century that the countries of Continental Europe abandoned the absolute 6 prohibition on succession to real property by aliens. The prohibition was replaced by a tax imposed on aliens who withdrew the property of the state of which the decedent was a citizen. While it would be an over simplification to interpret this endemic strife as a seesaw conflict between two well-integrated blocs with the ideology of the Great Revolution as the dividing issue, the fact remains that since 1789 political divisions and quarrels arnong Frenchmen have been deep, bitter, and fundamental. After 1870, a Republic may have been the one solution which divided Frenchmen the least (to borrow an expression from Monsieur Thiers) ; but like any and all of the preceding alternatives it was to incur the relentless, irreconcilable opposition of important segments of the population. The brains of the vast majority of current control systems are electronic, in the shape of computers, microprocessors or programmable logic controllers (PLC), the nerves are provided by sensors, mainly electromech anical transducers, and the muscle comprises the drive system, in most cases either electric, pneumatic or hydraulic. The factors governing the choice of the most suitable drive are the nature of the application, the performance specification, size, weight, environ mental and safety constraints, with higher power levels favouring hydraulic drives. Past experience, especially in the machine tool sector, has clearly shown that, in the face of competition from electric drives, it is difficult to make a convincing case for hydraulic drives at the bottom end of the power range, specifically at fractional horsepower level. A further, and frequently overriding factor in the choice of drive is the familiarity of the system designer with a particular discipline, which can inhibit the selection of the optimum and most cost-effective solution for a given application. The main objective of the Centre is to assemble a computer-based File containing both bibliographic information and numerical data abstracted from the Iiterature and relevant to molecular and crystal structures, as obtained by diffraction methods. The File is designed to permit the checking of published numerical values, particularly interatomic distances and bond angles and to present published results in a variety of new ways. This is true for heart, liver and lungs. Small waiting lists for these organs probably reflect an inadequate economic coverage for these organ transplant activities. - There is a long waiting list for cadaveric kidney transplants, which reflect poor procurement and transplant activity. - Lack of awareness by many physicians leads to the denouncing of brain deaths. In spite of these factors, we can say that there has been a significant growth in organ procuration and transplantation in 1993, after the regionalization of the INCUCAI. Conclusions Is there a shortage of organs in Argentina There may be. But the situation in Argentina differs from that in Europe, as we have a pool of organs which are not utilized (donation refusal, operational deficits, lack of denouncing of brain deaths). Perhaps, in the future, when we are able to make good use of all the organs submitted for transplantation, we will be able to say objectively whether the number of organs is sufficient or not. The methods and models which have been used over the last decades in these areas have primarily been 'hard' or 'crisp', i. e. the solutions were considered to be either fea sible or unfeasible, either above a certain aspiration level or below. This dichotomous structure of methods very often forced the modeller to approximate real problem situations of the more-or-less type by yes-or-no-type models, the solutions of which might turn out not to be the solutions to the real prob lems. This is particularly true if the problem under considera tion includes vaguely defined relationships, human evaluations, uncertainty due to inconsistent or incomplete evidence, if na tural language has to be modelled or if state variables can only be described approximately.
