From a general point of view, the objectivity of Reality is also proportionate to the autonomy reached by cognitive processes. In this sense, at the level of cultural evolution, reference procedures act as guide, mirror and canalisation with respect to primary information flows and involved selective forces: they offer themselves as the actual instruments for the constant renewal of the code, for the invention and the actual articulation of an ever-new incompressibility. From an effective point of view, they appear as indissolubly linked to the successive definition of specific (and innovative) measures of the epistemic complexity. These measures cannot concern only statistical rarity (Shannon) or computational incompressibility (Kolmogorov-Chaitin), on the contrary they should also be able to take into account the coupled connection between the Source and the cognitive agent, the evolution of this connection as well as the successive constitution of meaning as symbolic form. Hence the possible (and necessary) definition of new axiomatic systems, new measure spaces, the real displaying of processes of continuous reorganisation at the semantic level. The second part discusses the interaction between data protection and specific industries that serve as case studies: insurance, banking and credit reporting. The focus of this part is on generalization and discrimination, adverse selection and the processing of sensitive and genetic data. The third part of the book presents an analysis of the legislation of three EU Member States (France, Italy and UK). Specific elements of analysis that are compared are the concepts of personal and anonymous data, data protection principles, the role of the data protection authorities, the role of the data protection officer, data subjects' rights, the processing of sensitive data, the processing of genetic data and the experience of the case studies in processing data. Chronic conditions and physical impairments are assumed to impact negatively on people's quality of life, affecting them psychologically, socially and economically. While some of these conditions have declined in prevalence, as a result of prenatal diagnosis, early successful interventions, and changes in medical technology and surgery, many of these conditions are on the increase as a consequence of improved life-saving medication and technology, and greater longevity. 'Quality of life' is often used as an indicator for successful and high quality health services, and good access to medical attention and surgery - for hip replacements or laser surgery to improve vision, for instance. But it is also used as an argument against interventions, when such interventions are seen to prolong life for its own sake. Yet we also know that people vary their idea of quality as a result of the context of fluctuations in their own health status, the presence or absence of pain or discomfort, and as a result of variations in social and economic contextual factors.
