Because of the poor observational basis the ocean general circulation is not well understood. The World Ocean Circulation Experiment (WOCE) which is now underway is an attempt to improve our knowledge of ocean dynamics and thermodynamics on global scales relevant to climate change. Despite those efforts, the oceanic data base is likely to remain scarce and it is crucial to use appropriate methods in order to extract the maximum amount of information from observations. The book contains a thorough analysis of methods to combine data of val'ious types with dynamical concepts, and to assimilate data directly into ocean models. Businesses and state and local governments need to know whether to focus their efforts on tax policy, investment, and improvements in education and worker training, or lobbying for protection from imports. Rent seeking, the use of resources in actually lowering total product although benefit…ing some minority, is, unfortunately, a major activity of most governments. As a result of this, I have stumbled on a puzzle. The rent-seeking activity found in major societies is immense, but the industry devoted to producing it is nowhere near as immense. In Washington the rent-seeking industry is a very conspicuous part of the landscape. On the other hand, if you consider how much money is being moved by that industry, then it is comparatively small. The first question that this book seeks to answer is: How do we account for the disparity A second problem is that almost all rent seeking is done in what superficially appears to be an extremely inefficient way. I recently got estimates of the net cost to the public of the farm program and its net benefit to the farmers. The first is many times the second. Indeed, it is not at all obvious that in the long run, today's farmers are better off than they would be if the program had never been implemented. Of course, in any given year, cancelling the program would be quite painful. The first section of this book, then, is devoted to this problem. 116 pp. Englisch.

The discussions which continue over the centuries, the plurality of views and suggested solutions, indicate that all issues are controversial and contestable. Each view can adduce some arguments supporting it; each has some weaknesses. Another source of difficulty is the vagueness and ambiguity of the language in which the problems are discussed. This makes it hard to understand the ideas of particular thinkers and sometimes makes it impossible to decide whether different formulations express the actual divergence of views or only the verbal preferences of their authors. Adding evaluability assessment (EA) to the performance of evaluations, to program development, and to teaching about evaluation has been a significant development for me personally, and I hope to those who have been participants with me in each endeavor. In addition to these well established meetings, an IUTAM Symposium was previously organized in Cambridge (UK) in 1982 on 'Metallurgical Applications of MHD' by the late Arthur Shercliff. It was focussed on a very specific subject developing radiply from the middle of the 1970's. The magnetic field was generally AC, including frequencies high enough for the skin-depth to be much smaller than the typical length scale of the liquide pool. And the development of new technologies, or the improvement of existing ones, was the main justification of most of the researches presented and discussed. Only two participants from Eastern countries attended this Symposium. By the middle of the 1980's we felt that on this very same topic ideas had reached much more maturity than in 1982. We also realized that a line of research on MHD flows related to fusion reactors (tokamaks) was developing significantly, with particular emphasis on flows at large interaction parameter. 504 pp. Englisch.

The book is intended primarily as a state-of-the art review of mainly European research on these two fastly growing problem areas. As a consequence of this decision, the book contains a selection of papers that differs in terms of focus, level of sophistication and conceptual background. Evidently, the dissimination of ideas and computer software is a time-related phenomenon, which in the European context is amplified by differences in language, the profile of geography and the formal training of geographers. The book reflects such differences. It would have been impossible to produce this book without the support of the various European study groups on theoretical and quantitative geography. Without their help the meetings from which this volumes originates would not have been held in the first place. Carnap's Testability and Meaning, published in 1936 and 1937, was a good early example of this sort of research, motivated by the inadequacy of first-order formalizations of dis 'This sugar cube is soluble in water'. positional sentences like And in fact there is a continuous history of work on this topic, extending from Carnap's paper to Shoham's contribution to the present volume . . Much of the work in philosophical logic, and much of what has appeared in The Journal of Philosophical Logic, was mo tivated by similar considerations: work in modal logic (includ ing tense, deontic, and epistemic logic), intensional logics, non declaratives, presuppositions, and many other topics. In this sort of research, sin.ce the main point is to devise new formalisms, the technical development tends to be rather shallow in comparison with mathematical logic, though it is sel dom absent: theorems need to be proved in order to justify the formalisms, and sometimes these are nontrivial. The essays in this volume attempt to reassess some crucial questi…ons in Kant's practical philosophy both by sketching the lines for new systematic interpretations and by examining how Kantian themes apply to contemporary moral concerns. In the previous decade, when Kant was primarily read as an answer to utilitarianism, emphasis was mainly laid on the fundamentals of his moral theory, stressing such concepts as universalization, duty for its own sake, personal autonomy, unconditional imperatives or humanity as end-in-itself, using the Groundwork and its broader (ifless popular) systematic parallel, the Analytic of the Critique of Practical Reason, as main sources. In recent years, however, emphasis has shifted and become diversified. The present essays reflect this diversification in discussing the extension of Kantian ethics in the domains of law, justice, politics and moral history, and also in considering such meta-philosophical questions as the relation between the various 'inter ests of reason' (as Kant calls them), above all between knowledge and moral practice. The book is intended primarily as a state-of-the art review of mainly European research on these two fastly growing problem areas. As a consequence of this decision, the book contains a selection of papers that differs in terms of focus, level of sophistication and conceptual background. Evidently, the dissimination of ideas and computer software is a time-related phenomenon, which in the European context is amplified by differences in language, the profile of geography and the formal training of geographers. The book reflects such differences. It would have been impossible to produce this book without the support of the various European study groups on theoretical and quantitative geography. Without their help the meetings from which this volumes originates would not have been held in the first place. This is certainly true in the climate sciences, for progress in understanding the cause of the ice ages or the effects of industrial pollution on the future climate or even the likelihood of severe climatic consequences in the aftermath of nuclear war. All require state-of -the -art input from many geoscience disci plines climatology, oceanography, meteorology, chemistry, ecology, glaciology, geology, astronomy, space technology, computer technology, mathematics etc. Major international meetings have called for interaction of such geo-science disciplines to solve real world problems. To move beyond the rhetorical level, the NATO Special Programme on Global Transport Mechanisms in the Geo-Sciences whose activities started in 1983, deci ded to organise his closing symposium on such a topic which focus on the relationship between climate and geo-sciences. This symposium was held at the end of May 1988 at the Universite Catholique de Louvain, Louvain-Ia-Neuve, Belgium. One hundred-and-thirty participants from the 16 NATO countries and a number of non-NATO countries assembled for the Symposium. Few collections of mater…ial in the general area of philosophy of social science would be considered complete unless they contained at least one of Watkins's many contributions to the discussion of this issue. In 1957 Watkins published the flrst of a series of three papers (1957b, 1958d and 196Oa) in which he tried to codify and rehabilitate metaphysics within the Popperian philosophy, placing it somewhere between the analytic and the empirical. He thus signalled the emergence of an important implica tion of Popper's thought that had not to that point been stressed by Sir Karl himself, and which marked off his followers from the antimetaphysical ideas of the regnant logical positivists. In 1965 years of work in political philosophy and in the history of philosophy in the seventeenth century were brought to fruition in Watkins's widely cited and admired Hobbes's System of Ideas (1965a, second edition 1973d). This book is an important contribution not just to our understanding of Hobbes's political thinking, but, perhaps more importantly, to our understanding of the way in which a system of ideas is constituted and applied. The primary purpose of this book is to assist those interested in the scientific study of children's social competence in transcending the boundaries imposed both by geography and by selective exposure to the highly diverse schools of thought that have led to interest in this field. Most of these ideas were presented and exchanged at an Advanced Study Institute entitled 'Social Competence in Developmental Perspective' held in Savoie, France, in July 1988. This Institute was attended by scholars from France, England, Northern Ireland, Germany, Italy, Norway, Spain, Portugal, Netherlands, Canada, the United States and Brazil.
