In this transition, thermodynamics has been applied in new ways and in new fields of inquiry. Chemical and biological (evolutionary) processes have been analysed, increasingly, in non equilibrium thermodynamical terms. Economics has, since the late 19th century, relied heavily upon metaphors and analogies derived from the natural sciences - mechanical analogies cast in terms of traditional Newtonian physics and expressed in terms of Cartesian logic have been especially popular. Thermodynamics, on the other hand, has been less popular, despite its early application in economics by Stanley Jevons, the father of modern notions of utility maximisation in neoclassical economics, and despite its promotion in economic contexts by Paul Samuelson, the author of the definitive treatise upon which post war neoclassical economic theory was based, namely, his Foundations of Economic Analysis. The general neglect of thermodynamic thinking in economics was brought to our attention by Nicholas Georgescu-Roegen in the late 1960s, by which time economic theory, evidenced in, for example, the Arrow Debreu general eqUilibrium system, had become so sophisticated that it could not be penetrated by thermodynamical ideas. Thanks to advances in digital spectroscopy, new types of pulsating B stars have been discovered. The pulsations can be understood in terms of the recent revision of metal opacities, but the effects of rapid rotation and magnetic fields need further study. Observations in the UV and X-ray regions demonstrate that many B and Be stars show other activity, besides pulsation which is not yet understood. The reason for the enhanced mass loss in Be stars is a question which dominates the Symposium and which remains unanswered, although it is surely to be found in activity at or near the photosphere coupled with rotation. It is shown that the geometry of the circumstellar envelopes around Be stars is indeed a flattened disk as they can now be optically resolved. The variability of radiatively-driven winds from O and B stars are likely related to the rotation of the star. I thought it might prove insightful to exam ine the views of distinguished economists of very different persuasions and perspectives on the discipline in general. Accordingly, I invited economists from many of the major schools or groups in contemporary economics to contribute essays. Some were uninterested; some were too busy; but many were more than willing to participate in the exercise. The results make up this book. I knew (or thought I knew) what economists who believe in interven tionist policy were going to say, but I was unsure what other economists would say. I found the diversity in the replies, as well as some unexpected agreement, to be thOUght-provoking. I learned from all the participants. I wish to thank Warren Samuels, who originally invited me to edit a book in his series for Kluwer, and Marc Tool, who gave much needed advice and counsel along the way. Research on the causes, consequences, and control of nonpoint source pol lution has been carried out over the last two decades. Interest in this subject has grown as a result of the increasing recognition of the insufficiency of traditional pollution control policies focused on the large scale, confined, and general ly predictable pollutant discharges. In fact, many contemporary problems are caused by the combined activities of small polluters, along with natural pro cesses, intermittent and unpredictable events, and often involve pollutants with complex environmental outcomes. Despite the progress made in understanding the nature and size of pollution from diffuse sources, the issue of regulation is still far from being system at ically and adequately addressed. This policy vacuum is partly attributable to the difficulty of adapting the traditional point source regulatory tool kit to the specific features of nonpoint source problems.
