This introduction sets the scene for the remainder of the book by considering first the international context of widespread concern about the improvement of numeracy skills. This is related to reform movements in the UK,…the US and other countries aimed at modernising primary (elementary) school mathematics curricula. A detailed account is given of the National Numeracy Strategy in England, a systemic government-imposed response to concern about standards implemented in 1999/2000. This includes a discussion of the alternative meanings of numeracy. An earlier initiative sponsored by a UK charitable trust reacting to concern about primary numeracy was the Leverhulme Numeracy Research Programme. This large-scale longitudinal study and linked set of case-study projects, focusing on reasons for low attainment, took place during 1997-2002. This book, and each other in the same series, is based on results of that research. The timescale fortuitously enabled the research team to also report on some effects of the systemic reform in the National Numeracy Strategy. 1. THE INTERNATIONAL CONTEXT In many countries, there are recurring periods of national concern about the low standards of calculation skills shown by children in primary (elementary) schools. Having been comfortable with the security provided by fossil energy, especially petroleum and natural gas, we appear to be slow to recognize the energy crisis in the U. S. and world. Serious energy conservation and research on viable renewable - ergy technologies are needed. Several renewable energy technologies already exist, but sound research is needed to improve their effectiveness and economics. Most of the renewable energy technologies are in uenced by geographic location and face problems of intermittent energy supply and storage. Most renewable technologies require extensive land; a few researchers have even suggested that one-half of all land biomass could be harvested in order to supply the U. From this we brought forward the idea to publish a book about the waste market. Because of its legal framework we want to focus on Europe. In this chapter we give an introduction to this book. In the next paragraph we present a short overview of the waste collection market. Since 1960 the importance of the waste sector has increased substantially both in the waste streams and the costs of waste collection and treatment. Furthermore, we discuss policy measures to deal with these increases and give an overview of the different measures in - countries. GLOBE's goal was to involve students, teachers, and scientists around the world in authentic partn- ships in which scientists would develop instrumentation and experimental protocols suitable for student use. In return, data collected by students and their teachers would be used by scientists in their research. This kind of collaboration represented a grand vision for science education which had never before been attempted on such a scale, and we embraced this vision with great enthusiasm. Between 1998 and 2006, Forrest Mims and I collaborated on the development of several instruments based on Mims' original concept of using light emitting diodes as spectrally selective detectors of sunlight, which was first published in the peer-reviewed literature in 1992. These instruments have evolved into a set of tools and procedures for monitoring the transmission of sunlight through the atmosphere, and they can be used to learn a great deal about the composition of the atmosphere and the dynamics of the Earth/atmosphere/sun system. If measurements with these instruments are made properly, they have significant scientific value, as well. 172 pp. Englisch.

The control of eutrophication of shallow lakes is one of the main issues with which the local people and Chinese governments are concerned today. Lake Taihu is the third largest freshwater lake in China, with an area of about 2 2338km and a mean depth of 1. 9m, a typical shallow lake located in the delta of Changjiang River, the most industrialized and urbanized area in China. Its main function is supplying drinking water for the surrounding cities, such as Wuxi, Suzhou, and Shanghai, but tourism, aquaculture, sheries, and navigation are imp- tant as well. However, with economic development and increased population in the lake basin, Lake Taihu has suffered increasingly from serious eutrophication. Consequently, MS can be used for the structural characterization, identification and sensitive detection of mixtures of biomolecules or for assessing the quality of isolated proteins (purity, integrity, or post-translational modifications, for example), carbohydrates, nucleic acids, drugs, metabolites, pollutants etc. In the post-genome era, MS is continuously developing as one of the most re- able analytical method for elucidating the structure of molecules originating from various biological matrices. Social science literature on fisheries mana- ment has tended to regard the implementation of resource conservation policies mainly as a question of effective enforcement. This literature regards surveillance and penalty as the key mechanism through which fishermen keep to catch restr- tions and loyally report their catches. This book emerged because several years of research on fishermen's compliance had made us uneasy about this rather narrow approach to the problem of implementation. This uneasiness motivated us to widen the approach to the question of implementing conservation policies in the fisheries. Taking Norway as an example, its fishing fleet consists of some 7,000 vessels spread along a coastline of more than 20,000 km, populated by less than 5 million people. The idea of ensuring desirable behaviour through surveillance and - forcement alone is almost absurd in such a context, as the task is impossible by any reasonable means. The Norwegian implementation system has thus had to rely heavily on the incentives provided by the rules and legitimacy created through a century of state/industry collaboration. Such a relatively simple idea by today's standards revolutionized soil surveys by vastly increasing the accuracy and ef ciently. Yet, even this innovative approach did not gain universal acceptance immediately and was hampered by a lack of aerial coverage of the world, funds to cover the costs, and in some cases a reluctance by some soil mappers and cartog- phers to change. Digital Soil Mapping (DSM), which is already being used and tested by groups of dedicated and innovative pedologists, is perhaps the next great advancement in delivering soil survey information. However, like many new technologies, it too has yet to gain universal acceptance and is hampered by ignorance on the part of some pedologists and other scientists. Such a relatively simple idea by today¿s standards revolutionized soil surveys by vastly increasing the accuracy and ef ciently. Yet, even this innovative approach did not gain universal acceptance immediately and was hampered by a lack of aerial coverage of the world, funds to cover the costs, and in some cases a reluctance by some soil mappers and cartog- phers to change. Digital Soil Mapping (DSM), which is already being used and tested by groups of dedicated and innovative pedologists, is perhaps the next great advancement in delivering soil survey information. However, like many new technologies, it too has yet to gain universal acceptance and is hampered by ignorance on the part of some pedologists and other scientists. Nontraditional Threats to Security The events of September 11, 2001 have sharpened the debate over the meaning of being secure. Before 9/11 there were warnings in all parts of the world that social and environmental changes were occurring. While there was prosperity in North America and Western Europe, there was also increasing recognition that local and global effects of ecosystem degradation posed a serious threat. Trekking from Cairo to Cape Town thirty years after living in Africa as a young teacher, for example, travel writer Paul Theroux concluded that development in sub-Saharan Africa had failed to improve the quality of life for 300 million people: 'Africa is materially more decrepit than it was when I first knew it-hungrier, poorer, less educated, more pessimistic, more corrupt, and you can't tell the politicians from the witch-doctors' (2002). While scholars and historians will debate the causes of 9/11 for some time, one message is clear: An often dizzying array of nontraditional threats and complex vulnerabilities define security today. Papers presented to the meeting examined recent scientific evidence on the impact of desertification on livestock production, public health, and biodiversity, and contributed to the formulation of coh- ent national and regional policies for the management of watersheds, rangelands, and irrigated agriculture. The meeting was co-directed by Roy Behnke of the Macaulay Institute, UK, and by Lapas Alibekov of the Samarkand State University, Uzbekistan. Both the workshop and this subsequent publication have been financed by the NATO Scientific Affairs Division and we gratefully acknowledge this support. The Bishkek meeting was ably hosted by the Kyrgyz Sheep Breeders Association under the dir- tion of Akylbek Rakaev who contributed substantially to the successful running of the workshop.
