Unfortunately, since… this early paper, very few publications have been devoted to the study of non-rigid molecules. Let us mention some books which dedicate some chapters to them: Induced Representations in Crystals and Molecules, by S. L. Altmann, Academic Publishers, 1977; Molecular Symmetry and Spectroscopy, by P. R. Bunker, Academic Publishers, 1979; and finally Large Amplitude Motion in Molecules, Vols. I and II, by several authors, Springer Verlag, 1979. More recently an International Symposium on Non-Rigid Molecules was held in Paris, France, from 1-7 July 1982, the proceedings of which were published in the volume entitled Symmetries and Properties of Non-Rigid Molecules. A Comprehensive Survey, edited by J. Maruani et al., Elsevier, 1983. Finally, we should mention the very specialized work The Permutational Approach to Dynamic Stereochemistry, by J. Brocas et al., McGraw-Hill, 1983. The purpose of this book is to fill in this information on the structure and dynamics of non-rigid systems. To this aim, we have gathered a collection of recent papers written by the most qualified specialists in the world, covering a large field from van der Waals molecules to inorganic complexes and organic polyrotor molecules, as well as considering statistical and dynamic aspects.

This has intesified greatly since the industrial revolution. One of the main problems in society, and a major function of government is how to…cope with this pollution. 80 years ago the maxim used to be 'the solution to pollution is dilution'; to dilute any pollted water supply in a large river, or to build a tall chimney stack to dilute air pollutants into the air so that concentrations of pollutants are always low. Since 1950 western countries have gone further and made major attempts to reduce the emissions of the most important pollutants. The discussion of what is an important pollutant has changed. To S02 and heavy metals such as cadmium or arsenic we now add fine particles and even (when we discuss global climate change) C02. The experience and practice of the western countries was only partly followed in the USSR (although the switch from use of coal to natural gas in major cities around 1970 was very important). Since the collapse of the USSR it has become fashionable both in the west and inside Russia to blame all society's ills on pollution. The statistics do not bear out that conclusion, but pollution remains an important issue which can be reduced without significant detriment to other societal values. 472 pp. Englisch.

The series was sponsored by the Soviet and East European Stud ies Pro…gram, which I chaired at the time, and the Curriculum of Peace, War and Defense, headed by James Leutze. In the ensuing years almost all the manuscripts have been redrafted at frequent intervals to reflect the changing state of knowledge in each respective discipline. The final version of the text that appears here is therefore the outcome of a long developmen tal process. It is up to date and embodies our individual views on world communism at the present juncture. Although the recent Soviet invasion of Afghanistan occurred shortly after this volume was completed, that event has not impaired the book's timeliness. Prediction, projection, and forecasting must be constrained in time and space: when and where. Often the accuracy of a forecast is of interest along with how sensitive the outcome is to changes in the factors involved. Is there a basis for improving the wisdom we need to make correct and useful predictions We believe there is, and that it can be cultivated by studying the approach given here along with the various examples. To the best of our knowledge, no other work has approached prediction in the scientific framework of hierarchies. Prediction is the synthesis of past and present in an attempt to foretell the future. In our view, creation is not the ultimate phenomenon of the world. Nature creates forms and so do we. The problem is to surmise the eventual purpose, impact, and use of creation. We hope to have captured some of the focal points of this dialogue in the NATO AS! 'Stochastic Analysis and its Applications in Physics' and in the present volume. On the mathematical side White Noise Analysis has emerged as a viable frame work for stochastic and infinite dimensional analysis (Hida, Streit). Another growth point is the theory of stochastic partial differential equations and their applications (8ertini et aI., 0ksendal, Potthoff, Russo, Sinior). Gauge field theories have in creasingly attracted the attention not only of physicists but of mathematicians as well (Gross, Liandre, Sengupta). On the other hand the contributions of Lang and of Vilela Mendes show the extent to which stochastic methods have found a place in the physicists' toolbox. Dirichlet forms provide a fruitful link between the mathematics of Markov processes and fields and the physics of quantum systems (Albeverio et al.). Patterns of ecological succession in tropical forests are insufficiently understood, partly because results are scatte…red through a large number of case studies reported in academic articles. So far, no publication has attempted to bring these different case studies together to identify common patters and trends. The goal of the book is to review the different case studies, and identify common patterns of ecological succession in fallowed swiddens, as well as to pinpoint the factors that cause ecological succession in some areas to differ from those in other areas. The book is organised in four different sections: forest structure, forest diversity, species composition, and the factors that contribute to differences in forest recovery rates (the number of times the field was burned, the length of fallow period, the type of soil, and the type of forest). This book is an important contribution to tropical forestry and shifting cultivation. Deforestation and forest degradation are the largest sources of CO2, and shifting cultivation is one of the main culprits. For this (and other economic and political) reason governments attempt to curtail shifting cultivation by shortening the years the fields can be left fallow, or outright outlawing the farming practice. Yet, there is insufficient understanding of the processes of ecological succession in fallows, which raises the questions as to whether the policy fulfils its objectives. 136 pp. Englisch.

The earliest work of which we were aware was published in 1985 by Dr T. C. Marshal…l of Columbia University [1]. This book dealt with the full range of research on free-electron lasers, including an overview of the extant experiments. However, the field has matured a great deal since that time and, in our judgement, the time was ripe for a more extensive work which includes the most recent advances in the field. The fundamental work in this field has largely been approached from two distinct and, unfortunately, separate viewpoints. On the one hand, free-electron lasers at sub-millimetre and longer wavelengths driven by low-energy and high-current electron beams have been pursued by the plasma physics and microwave tube communities. This work has confined itself largely to the high-gain regimes in which collective effects may play an important role. On the other hand, short-wavelength free-electron lasers in the infrared and optical regimes have been pursued by the accelerator and laser physics community. Due to the high-energy and low-current electron beams appropriate to this spectral range, these experiments have operated largely in the low-gain single-particle regimes. Both clades sum approximately 10,000 species of which 60%… are Passeriformes (the most diverse clade of terrestrial vertebrates). A comparison between the past and the present reveals a complex and hallmarked evolutionary and biogeographic history which would have begun over 65 million years ago. For South America (SA) this includes: (1) the presence of taxa with uncertain affinities and the absence of Passeriformes during the Paleogene; (2) a progressive and accelerated increase of the species starting at the Neogene (Miocene); (3) important extinct lineages (e.g. Phorusrhacidae, Teratornithidae) that migrate to North America after the rising of the Panamá isthmus; (4) groups with major diversification in the Neogene that survives nowadays represented by scarce species endemic of SA (Cariamidae) or that inhabits mainly in the southern hemisphere (Anhingidae); (5) very diverse living groups with scarce (e.g., Passeriformes) or none (e.g., Apodiformes) fossil record in SA, which stem-groups are registered in Europe. Apparently, the changes in diversity of the south American Neornithes have been the result of successive radiation, biogeographic connections with North America and in a minor scale, some extinctions. The opening of the Drake s passage and the occurrence of the circumpolar Antarctic flow are not sufficient causes to explain the highly disparity between the weddelians penguins (Sphenisciformes) of Antartica and those of the patagonian Atlantic Ocean. 128 pp. Englisch.

We economists, gathering in Osaka, Japan, under the auspices of the International Institute for Advanced Studies (Kyoto) could recognize that the Cold War was over and that politico-economic restructuring would take place among the powers in the Warsaw Treaty Organization. Much has happened since the latter part of 1990 to affect international economic stability. The events of that period were both positive and negative for economic stability, but our concern was weighted towards the negative side. Dur charge and sponsorship was scholarly, and the papers from the learned contributors to the symposium and this resulting volume used the many tools of economic analysis to try to understand the ongoing developments. The decision to put out a new version of that study was prompted by the enactment in…1978 of the CUTTent Law on the Citizenship of the USSR and the various changes in Soviet prac tice in this domain which occurred in the intervening decade. I have drawn on the earlier work for background material and in order to make comparisons between the previous record here and the substance ofthe latest statute. However, the pres ent monograph is not a second edition in the sense of being an expanded and updated revision of the original, but stands as an independent piece of research and analysis. Thus, three of the chapters (out of a total of six) featured in the 1968 vol urne - citizenship and state succession, state succession and option of nationality, and refugees and displaced persons - have now been omitted for the simple reason that the situation in these areas has remained virtually static during the past ten years so that the initial treatment requires no significant alteration. Controversy over their economic and political effects, and over appropriate public policy responses, has become common in home and host countri…es and in international agencies. Much of this debate is reminiscent of the role of large corporations generally, particularly in their interregional and intergroup effects. The multinational setting, however, would have raised distinctive issues even apart from the strong surges of nationalism and anti-imperialism which have marked recent history. Canada has a long and unusual experience with such enterprises. Foreign control of capital in the nonfinancial industries (manufacturing, petroleum and gas, other mining and smelting, utilities, merchandising) was already 20 percent in 1930 and 25 percent in 1948. It rose to 36 percent by the late 1960s, but has since receded to about 30 percent. In 1975, fully 55 percent of the capital in manufacturing was controlled outside Canada, as was 72 per cent of that in petroleum and gas, and 58 percent in other mining. These figures exceed those of other developed countries, although there have been striking increases in recent decades. About 80 percent of the direct invest ment capital in Canada is from the United States.
