BEALE In considering how to introduce the subject of rural population change in st the 21 Century, I nd myself re ecting on my own experience as a demographer for the U. S. Department of Agriculture. When I arrived at the Department, the post-World War II modernization of farming was well under way. Each year, my colleague Gladys Bowles and I had the unpopular task of announcing how much the farm population had decreased in the prior year. It was hard to say that the phenomenon was someone¿s fault. Dramatic reductions in labor requirements per unit of agricultural output were occurring everywhere and not just in the United States. But politically, blame had to be assigned, and whichever political party was not in the White House was certain to place the blame squarely on the current administration. The demographic consequences of this trend were major. In a 22-year period from 1941 to 1962, the net loss of farm population from migration and cessation of farming averaged over a million people per year. It took eight years after the war before an administration was willing to begin to talk about the need to diversify rural employment. By that time, farm residents had already become a minority of rural people. Important philosophers who use phenomenology as their basis, such as Martin Heidegger and Maurice Merleau-Ponty, furthermore, while implicitly criticizing his limitations, assume the existence of intersubjective foundations without 2 taking up the existence and formation of these foundations themselves. This book addresses the above problematic at several levels: First, it is a careful analysis of Husserl's understanding of inner time-consciousness. I take up each aspect of temporalizing consciousness (i. e. , Urimpression, retention, and protention), explaining it in light of Husserl's phenomenology and showing how it functions in the whole of the 'living present,¿ i. e. , our active, constituting consciousness. The papers exemplify theoretical depth applied to a wide range of languages, with the majority of papers based on original fieldwork. Ergativity refers to a grammatical pattern in which the logical subject of intransitive clauses and the logical object of transitive clauses share some grammatical features, and in this respect differ from transitive subjects. The shared features are often case and/or agreement, but a variety of other relevant features have also been isolated in the literature. Happily, today the problems are reversed. Expertise is now required in the field of safe and environment-friendly disposal of chemical weapons and cleaning up of contaminated sites all around the world, but not least in the ex-Soviet-led countries. The participants and speakers to the NATO-Russia advanced research workshop on the ¿Ecological Risks Associated with the Destruction of nd th Chemical Weapons¿, hosted by the University of Lüneburg on 22 - 26 October, 2003, therefore, came from many different parts of the world. Of the eight countries represented at the workshop, two were ex-Eastern- Block, and six were Western countries. Yet the West was by no means overrepresented. On the contrary, the Russian expert-speaker contingent, with 33 participants, did justice to the size of their country ¿ and to their chemical-weapons problem ¿ and provided the majority of active participants.
