This theory has been implemented by bills of rights in many national constitutions giving the individual a legal opportunity to redress abuses by his state. In Federal Consti tutions, however, difficulties have been faced when central au thority seeks to enforce the standards of the constitution against the legislation and customs of the constituent states. The latter habitually resist, proclaiming the virtues of horne rule and local self-govemment, also supported by democratic theory. Thus the opposition of man versus the state develops into a double op position of man versus the state and the state versus the super state. To what extent should the super-state take the part of man demanding respect for human rights, or of the state demand ing self-govemment, when the two conflict The failure to solve this problem precipitated the American Civil War and continues to agitate American politics. Should the human right of equal educational opportunities prevail over the 'State's Right' of autonomy in the organization of its schools The same problem appears in more virulent form in the efforts of the United Nations to 'promote respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language or religion' without 'intervening in matters which are essentially within the domestic jurisdiction of any state. 276 pp. Englisch.

Taschenbuch. Condizione: Neu. This item is printed on demand - it takes 3-4 days longer - Neuware -This volume of the Bibliographical Series is a thoroughly revised English edition, with many additions, of the author's 'Chronique de l'histoire coloniale. Outre-mer neerlandais' published in May 1958 in the French periodical 'Revue d'histoire des colonies' (Tome XLIV, 1957, pp. 311-448). A stricter observance of bibliographical detail has been aimed at, mainly through the efforts of the editorial staff of the Institute. In some instances, however, the form of a continuous narrative, chosen for this bibliography, made it impossible to give full titles. The spelling of geographical names and names of languages is according to the English romanization of Malay. CONTENTS Page Introduction 1 I. Archives 3 II. Taschenbuch. Condizione: Neu. This item is printed on demand - it takes 3-4 days longer - Neuware -This is a study in the reestablishment of de mocratic party politics in divided and occupied Germany after the downfall of the National Socialist tyranny. Its subject is the growth of the Christian Democratic Union and the rise to power of its leader, Konrad Adenauer. Closely associated with the success of the German Federal Republic in achieving prosperity, political and military power and the status of an ally of the Western powers, the CDU has yet been the subject of widely varying evaluations. Like the regime with which it is associated, it suffers from the fact that for many observers admiration for some German post-war achievements is mixed with residual distrust and skepticism. In addition, understanding of the CDU has been handicapped by confused images of the forces it represents, lack of knowledge about its internal organization, and the overwhelming position which its leader has achieved in recent years. To observers both in Germany and abroad the dominant Chancellor and party leader appears to overshadow both party and government with the result that the 1950'S, the vital period of German reconstruction, has already been labelled the Adenauer Decade. 280 pp. Englisch.

This item is printed on demand - it takes 3-4 days longer - Neuware -The Dutch Nagara-Kertagama translation on which Professor Kern worked, at intervals, during eleven years, deserves our utmost admir ation and respect. It is the last important piece of work he finished before his death. It has enriched in an extraordinarily high degree our knowledge of the history and antiquities of the Majapahit period. Moreover, its dignified and courtly style established the reputation of Old Javanese letters as a literature of considerable interest. The con tents of the Nagara-Kertiigama, as interpreted by Professor Kern, gave 14th century Majapahit a nimbus, making it appear to the uncritical public as a most powerful and highly cultured Empire, organized on 18th or 19th century West-European lines. The notes of Krom, Poerbatjaraka and others do not contain com plete translations of the texts. These scholars made valuable contribu tions to a better understanding of several passages. They did not make it easy for the general reader to consult their notes, though. Professor Kern's appreciation of the contents of the Nagara-Kertagama remained fundamentally unshaken. Up to the present time Professor Kern's Nagara-Kertagama trans lation has been generally used and highly appreciated by students of Indonesian cultures and by the public interested in Old Javanese his tory, both in Indonesia and elsewhere. In 1953 a modern Malay trans lation by Slametmuljana was published in Djakarta (Negarakretagama, diperbaharui kedalam bahasa Indonesia). But then, since Professor Kern's days research has made progress. It is clear, nowadays, that his translation has the defects of its good qualities. 196 pp. Englisch.

Taschenbuch. Condizione: Neu. This item is printed on demand - it takes 3-4 days longer - Neuware -David Hume is the most influential precursor of modern empiri cism. By modern empiricism, I intend a belief that all cognitive conflicts can be resolved, in principle, by either appeal to matters offact, via scientific procedure, or by appeal to some sets of natural or conventional standards, whether linguistic, mathematical, aes thetic or political. This belief itself is a consequent of an old appre hension that all synthetic knowledge is based on experience, and that the rest can be reduced to a set of self-evident truths. In this broad sense, Modern Empiricism encompasses classes, such as Logi cal Empiricism, Logical Atomism and Philosophical Analysis, and unique individuals such as Russell and Moore. It excludes, thereby, the present day continental philosophies, such as Thomism, Exist entialism, and Dialectical Materialism. Modern empiricists, to be sure, are influenced by many other phi losophers. Locke, Berkeley, and Mill, among the classical empiri cists, and Leibniz and Kant, among the rationalists (the former especially on the logico-mathematical side) in one way or other are responsible for the appearance of empiricism in its new form. But none of them were as influential as Hume. This, by itself is not news. Weinberg, in his well-known book, An Examination of Logical Positivism, observes that: Many, if not all, of the principal doctrines of contemporary positivism derive from Hume. 176 pp. Englisch.

A conservative estimate would probably set at double, treble, or quadruple this number the notes and studies on the Suez Canal which have been published since 1901. A word of explanation about a further work on the Canal may therefore be called for. Throughout its history the Suez Canal has been the focus of con troversy and conflict, arising out of attempts to control this crucial point on the sea passage linking Europe with the east coast of Africa, India, the Far East and Australasia. Much of this troubled history yields more readily to political than to legal analysis. The most important single legal question about the Canal concerns the dimen sions of the right of free passage. That question has become of grave concern to the entire world community only with the war between the Arab States and Israel and the short-lived conflict of 1956-57 between France, Great Britain, and Israel on the one hand and Egypt on the other. 152 pp. Englisch.

This item is printed on demand - it takes 3-4 days longer - Neuware -Professor Erik Thorbecke's study, here published, continues the empirical work undertaken by Folke Hilgerdt for the League of Nations. It is a study of actual trade and payments derived laboriously from the voluminous statistical data published by national governments and international institutions. The col lection, analysis and interpretation of this mass of data involved much patient industry, but in the process of brooding over the detail a truer understanding of the complex structure of world trade was gained than could be achieved in any other way. Trade of course is nearly always bilateral. When goods are re-exported they are, for the most part, refashioned and changed into essentially new utilities. What is multilateral or bilateral or regional in a system of international trade is the method of payment. The justification for multilateralism is the opportunity it affords for countries to specialize, so that one country may use the foreign exchange earned by its exports to buy imports from a third country. Indeed this statement in terms of countries obscures the ultimate realities. In a free multilateral system it is individuals who import and export. When they can freely buy and sell the foreign exchange acquired or required for their transactions, payments are multilateral and the network of trade extends widely across political boundaries. What Mr. Thorbecke shows is that political controls of pay ments have confined more trade within restricted channels. 244 pp. Englisch.

The American science of management as a whole is scarcely known in Western Europe although many details have been learned and put to use. A general approach, however, is needed. I have tried therefore to develop the main aspects in this field seen against the background of the national sciences and its characteristics. Thus the scientist will find an approach which as yet has never been offered before and he will be faced with a challenge to help setting up a science of management on a universal scale. To some extent acknowledgment is made in the footnotes and in the bibliography. Particular mention must be made for the generous offering of time and effort expended by Mr. Louis Erbs, M. At that time, a number of papers were distributed to the par ticipants while -after the Conference -two brief reports appeared in 'De Internationale Spectator' (1958, I, p. 426-435) and in 'Research and Education in the Netherlands' (September 1958, Vol. II, no. 3, p. 18-21). As considerable time has elapsed since, this Booklet does not give a 'report' on the Conference, but rather it attempts to recapture its spirit and to elaborate some of the problems which were discussed. The introductory 'Remarks' do this in an indi vidualistic manner for which the author alone is responsible, but it is hoped that this way of presenting the topic of the Conference anew will rekindle the interest of the original participants while it may attract others and give them an impression of what the Grotius Seminarium is trying to do. In addition, those of the papers which dealt with the more general aspects of the Confer ence's topic are presented in this booklet. B. LANDHEER December, 1959 TABLE OF CONTENTS 1. Preface. 3 II. This item is printed on demand - it takes 3-4 days longer - Neuware -'Let them come forward, they are thirsty for the sight of a King,' said Henri IV to his followers who were trying to push back the curious crowds as he entered Paris in February, I594. It is perhaps to be regretted that seven kings (to say nothing of two emperors) have since more than quenched the French's taste for royalty, because they have long been in need of - and periodically have sought - a symbol of national unity. Modern-day France has had far more than her share of revolutions, counterrevolutions, uprisings, days, coups, affairs, crises, scandals - and constitution drafting. While it would be an over simplification to interpret this endemie strife as a seesaw conflict between two well-integrated blocs with the ideology of the Great Revolution as the dividing issue, the fact remains that since I789 political divisions and quarrels among Frenchmen have been deep, bitter, and fundamental. may have been the one solution which After I870, a Republic divided Frenchmen the least (to borrow an expression from Monsieur Thiers); but like any and all of the preceding alternatives it was to incur the relentless, irreconcilable opposition of important segments of the population. This study deals with those individuals and organ izations which continued to advocate, and sought to bring about a return to the monarchy under the Third and Fourth Republies. 244 pp. Englisch.

I have partieular reason for being glad that I may talk about transeendental phenomenology in this, the most venerable abode of Freneh seienee.l Franee's greatest thinker, Rene Deseartes, gave transeendental phenomenology new impulses through his Meditations; their study aeted quite direetly on the transfor mation of an already developing phenomenology into a new kind of transeendental philosophy. Aeeordingly one might almost eall transeendental phenomenology a neo-Cartesianism, even though it is obliged-and preeisely by its radieal development of Cartesian motifs - to rejeet nearly all the well-known doe trinal eontent of the Cartesian philosophy. That being the situation, I ean already be assured of your interest if I start with those motifs in the M editationes de prima philosophia that have, so I believe, an eternal signifieanee and go on to eharaeterize the transformations, and the novel for mations, in whieh the method and problems of transeendental phenomenology originate. Every beginner in philosophy knows the remarkable train of thoughts eontained in the Meditations. Let us reeall its guiding idea. The aim of the Meditations is a eomplete reforming of philosophy into a scienee grounded on an absolute foundation. 172 pp. Englisch.

A la fois, elles les unit, elle les separe. Elle les fait tour a tour se rapprocher et s'eloigner 1'une de l'autre. Perusal of these notes on idiom and linguistics will be found the more fruitful if the glossary ( volume V of the present edition) is consulted continuously. No lengthy discussions of linguistic subjects are to be found in the present volume. They would be out of place in this new Nägara Kertägama edition, for its tenor is primarily sociological. Exceptions have been made only for some places where short grammatical discus sions seemed in place in order to elucidate points of the translation. In the notes on the contemporaneous minor writings and charters differences between the scholarly idiom of Court Iiterature (Nägara Kertägama and Royal charters) on the one side and the popular ver nacular idiom of daily life on the other have been pointed out repeatedly. The oldest archaeological records of rye date from the Hallstatt period in Silesia, Thuringia and Westfalia and from the Lacene period. After the pioneering work of N. 1. V AVILOV on the origin of cultivated plants three broad classes came in recognition: wild, weedy and cultivated rye. As a crop, rye is most winterhardy of all cereals so that in Northern Europe its cultivation reaches beyond the Arctic circle in Finland. While Soviet Russia contributes most to the total world production, in Finland, Poland, Germany, Sweden, Netherlands and Belgium also its rank is high among grain crops. It is striking to note that for the past many years, research on practical agronomical and breeding problems has been quite active in these countries and current ly attempts to improve rye are being made on modern lines. Some of the main problems in this field concern with the development of hybrid varieties, improvement of autotetraploid fertility, use of best pollina tion procedures to obtain highly self-fertile lines and the transfer of rye characters to wheat as such or in the form of amphiploid Triticales. In Russia, however, the Michurinist agrobiologists are primarily engaged in the study of interspecific conversions, branched ear types and nutritional methods of improving varieties, and perhaps this is one reason of only little having been known about rye genetics. 92 pp. Englisch.

This item is printed on demand - it takes 3-4 days longer - Neuware -THE origin of species, the way in which evolution has taken place and is still progressing, seems, even now, to remain an open question. So much so, that three absolutely diverse theo ries of evolution still find their adherents. These three main theories are so different, that it would seem as if the real na ture of the process of species-formation must for ever remain a subject for speculation only, and as if good facts are wholly wanting. A minority of Biologists adhere to Lamarck's theory of the inheritance of adaptative changes induced by the environ ment; some incline to the view of Darwin and Weismann, that natural selection on small, individual variations gradually changes species, and still others believe with de Vries, that new species spring into being spontaneously, by mutation, saltation. Judging from this diversity of opinion, it would certainly seem as if no important headway had been made since Darwin. This is very surprising, when we see how in the last fifteen years Genetics has become established as an actively develop ing branch of science, and counts by hundreds the Biolo gists who are engaged in genetical experimental investigations. All the data thus acquired, should have their significance for an insight into the process of evolution, the origin of species. 304 pp. Englisch.

Taschenbuch. Condizione: Neu. This item is printed on demand - it takes 3-4 days longer - Neuware -Much of the legal system existing among the members of the society of nations has its origin in treaties and agreements. A substantial share of the mutually-binding precepts governing the relations among independent nations flows from the engage ments to which they subscribe. By crystallizing juridical rela tionships, this world-wide network of compacts helps to stabilize international affairs, and its growth and development are essen tial in the absence of an acceptable alternative law-creating in stitution. From the standpoint of international practice, independent states are empowered to conclude commitments on virtually any subject of mutual interest. Not in all cases, however, does the national government of a country possess internally a treaty making authority coextensive with that of the state under inter national law. Constitutional prescriptions may restrict the range of subjects respecting which treaties may be negotiated, and in addition, as in the case of the United States, the constitutive act may confine the government to a prescribed method of conclud ing international treaties. The problem of American treaty authority and procedure has been under analysis and serious debate since the United States constitutional system was established in the late eighteenth cen tury. As this country increased its participation in international affairs and augmented the network of international arrangements to which it became a party, this fundamental problem has be come increasingly significant. 288 pp. Englisch.

All the more fitting is it, then, to have completed this monograph in a part of the Spanish Indies that was stirring every Andalusian's imagination during the days when he was first sending his books across the Atlantic. In every way his was a remarkable personality. He was the first to compose and publish any organ music in Spain. As if the publication of such music in staff-notation were not enough he also published the first Spanish keyboard piece in tablature. He was the first in Spain to print any music in score. He is cited by Pincherle as the first to publish a harp method anywhere. He pioneered with the first treatise specifically designed for female use. He also 'enjoys' the distinction of having become in Tapia's Verge! de Musica (1570) the most ruthlessly plagiarized writer in Spanish musical history. If bulk determines preeminence he stands above even Tomas de Santa Maria - who published only one volume, and that containing considerably less text. If range of interests determines rank no one else writing in Spanish during his century even approaches him. Nor does anyone else in Spanish have so many authorities at his fingertips. 112 pp. Englisch.

This dictionary contains approximately 2000 Kapauku root words, with some idioms and deriva tives. The author is engaged in work with the language and Bible translation under the Christian and Missionary Alliance, having lived at the government and mission headquarters village of Enarotali for nine years. Parts of speech are identified as folIows: Verbs end in -ei, -ou, -ii, or -ai. -ai verbs are followed by either -i or -a, which indicates the first stern. The first stern thus supplied, the verbs may be inflected according to the rules of inflection of Kapauku verbs, as described in 1 the grammar. False verbs are followed by the inflectible auxiliary tai, kai, gai, or more infrequently, pai or atii. Postpositives are indicated with 'pp' following and the rest are substantives or attributives accord ing to their use. Syllables with an accent mark have a higher pitch. Long vowels and diphthongs have word stress and glide down unless marked high. Dialect differences between Lakes Paniai and Tigi are indicated where known with (P) or (T) following. An infrequent (E) indicates the dialect east of Enarotali. To avoid confusion the (E) initial i8 retained in the Malay and Dutch sections.

416 pp. Englisch.

This item is printed on demand - it takes 3-4 days longer - Neuware -This treatise, in its first part, moves from a consideration of behavior and ulterance through a definition of assertion as a kind of utterance to a consideration of statements, conceived of as products of assertion, to be represented by pairs of testing procedures of verification and falsification. The treatise, in its second part, identifies a small number of basic forms of testing procedures, affiliated to the syncategoremata of classical philosophy, and uses these to represent all distinguishable, humanly producible, forms of statement. This same apparatus is used, in the third part of the treatise, to explain our conception of an object of reference and of various constructions from such objects. Particular attention is given to bodies and to other things met with in space and time, where it is finally argued that bodies, as we have explained them, are our most fundamental objects of reference. 156 pp. Französisch.
