Of course national reports do not, as such, prove the exist ence of comparative law. It is the general reports together with the national reports, which embody the comparative effort. That is why the Netherlands Comparative Law Associa tion took the initiative to propose the publishing of the materials on a subject to subject basis instead of publish ing collections of national reports. From a comparative legal point of view, it is the topic that should form the basis of the publication, and not the origin of the materials. The general reporter for each topic should be prepared to take up the responsabilities of editing the volume, and would have to be given the right to select those national reports which he considers to be useful both in regard to their quality and the relevance of the material to the basic problems in the questionnaire. Its purpose is to determine, as far as is possible, the extent to which the structure and performance of each industry has been influenced by the control of the market exercised by public auth orities, by the industries themselves, or by both acting together. The cement industry was chosen for its relative 'simplicity' and because it offers a good sample of different public policy approaches to the regulation of private markets. Although there are numerous major factors complicating inter national comparison, the industry is simple to analyse because it has a rela tively homogeneous product derived from very spread-out raw materials and it uses easily acquired technology to the diffusion of which there are no barriers. The different national industries discussed all had a similar history of private regulation of the market for the first half of the 20th century, during which time cartels proliferated, except when they occasionally collapsed under the pressure of price cutting stimulated by excess capacity. Since the Second World War, however, governments have differed in their approach to market regulation, and the four country studies illustrate a range of different approaches which covers the French experience of strict price control as an instrument ofindustrial policy, the Italian experience of weaker price control, a legal cartelin the U. It is for those youthful observations, as well as for some suggestive speculations proposed relative to this field, that he is best remembered in English-speaking countries: regarding the taxonomic de mands of natural history he refurbished the idea of a chain of beings; regarding the question of generation he marshaled evidence in support of preforma tion theory; and regarding the analysis of the physiology of the nervous system he advanced a theory that individual nerve fibers receive and retain specific sensations. Following his loss of eyesight in his mid-twenties Bonnet entered a more reflective period, turning to philosophy and pondering the nature of human understanding - considerations he had formerly disdained, but that now seemed a natural outgrowth of his reflections on nature. It always made him uneasy that he did not publish any systematic work in phenomenology. In his later years, from the beginning of the 1920s, he tried several times to write such a work, but in vain. The masterplan for this work, which his assistant Eugen Fink sketched out in 1930/31 is preserved. According to this plan, the Phänomenologie der Instinkte has attracted very little attention in Husserl studies until now, takes a central and fundamental position in the whole system of his mature transcendental phenomenology. In this book, Nam-In Lee reconstructs the Phänomenologie der Instinkte on the basis of the already published works and, above all, of the unpublished manuscripts of Husserl. Moreover, he draws out the consequences which the Phänomenologie der Instinkte bears for the whole system of phenomenology. Transcendental phenomenology, in its form of a genetic phenomenology of which the Phänomenologie der Instinkte is the concluding part, can, according to him, no longer be considered as one-sided philosophy of consciousness in the traditional sense, as it has often been thought of hitherto. In Germany and the United States interlocking directorates became an important means of coordination and control of large corporations and banks at the end of the nineteenth century and were, as a result, particularly subject to scientific investigation and public debate. Trusts were regarded with mistrust, especially in the United States, where John Moody's study from 1904 was significantly entitled The Truth about Trusts. In Germany much attention was paid to the role-or-the large Berlin banks in the economic development. The first large study in Germany carried the prolix title The Relationship between the Large German Banks and Industry with Special Reference to the Iron Industry (Jeidels, 1905). ---- --------- The studies in the United States were predominantly induced and even carried out by committees of the Federal Congress. In Europe, on the other hand, the labor movement soon became interested in the patterns of interlocking directorates. In the Netherlands, for example, Wibaut, a socialist leader, carried out a study on interlocking directorates, copying the research design of Jeidels. This Institute provided a high-level coverage of the fields of speech transmission, recognition and understanding, which constitute important areas where research activity has re cently been associated with actual industrial developments. This book will therefore include both fundamental and applied topics. Ten survey papers by some of the best specialists in the field are included. They give an up-to-date presentation of several important problems in automatic speech processing. The ASI was held in the Province of Alberta, Canada, from August 23 to September 4, 1981. The first half of the conference was held on the campus of the University of Alberta, Edmonton, and the second half at the Overlander Lodge, Hinton. Two other conferences had the greatest impact upon the planning for this ASI. One was a NATO ASI held in Tomar, Portugal in September of 1979, entitled 'Metal Ions in Biology'. Among the organizers for that conference were Allen Hill and Antonio Xavier; we are happy to acknowledge their beneficial influence on our subsequent conference. The other most influential conference was one organized by Ralph Wilkins and Dennis Darnell entitled 'Methods for Determining Metal Ion Environments in Proteins' which was held in Las Cruces, New Mexico, U.S.A., January 10-12, 1979. Despite important advances in surgery, radiotherapy and chemotherapy, mortality from tumours still tends to increase. Cancer research has therefore concentrated not only on early diagnosis and therapy but also, in line with recent trends in medical science, on the prevention of oncogenesis. One effi cient prophylactic approach is the treatment of preblastomatoses, which include the preneoplastic lesions of the mouth. The most frequent oral pre cancerosis, leukoplakia, has been studied extensively during the last 20 years with regard to its pathogenesis,clinical course,and response to therapy. In Hungary, studies of oral leukoplakia have a century-long tradition. The term leukoplakia was coined by the Hungarian dermatologist Ern/) Schwimmer who recognized the precancerous nature of the condition and its relationship to tobacco smoking exactly 100 years ago. In the middle of this century another Hungarian scientist, Karoly Balogh established that most leukoplakias have two stages, - reversible and irreversible - and that early lesions may heal spontaneously after the elimination of irritational factors. The incidence of leukoplakia in random population groups was determined for the first time in the world by the Hungarian investigator Pal Bruszt, and reported to be 3.6 %.
