Chief among these are usually a concern with national security, and a desire to be as independent as possible in the supply of the armaments which they believe they need. But def…ence industries are different from most other industries. Their customer is governments. Their product is intended to safeguard the most vital interests of the state. The effectiveness of these products (in the real, rather than the experimental sense) is not normally tested at the time of purchase. If, or when, it is tested, many other factors (such as the quality of political and military leadership) enter into the equation, so complicating judgments about the quality of the armaments, and about the reliability of the promises made by the manufacturers. All of these features make the defence sector an unusually political industrial sector. This has been true in both the command economies of the former Soviet Union and its satellites, and in the market or mixed economies of the west. In both cases, to speak only a little over-generally, the defence sector has been particularly privileged and particularly protected from the usual economic vicissitudes. In both cases, too, its centrality to the perceived vital interests of the state has given it an unusual degree of political access and support. 216 pp. Englisch.

Altshuler and Mintz examine one aspect of the 1986 u. s. Tax Reform Act --the change in the rules for the allocation of interest expense between domestic-(U. S. ) and foreign-source income. In the absence of rules, a parent with excess credits could reduce U. S. tax liability by allocating interest expense toward itself; thus reducing its taxable domestic income without any compensating increase in either the U. It was the first time that a meeting of this series took place in the centre of Europe and the first such… meeting in this area after the recent political changes in eastern Europe. Consequently, the main theme of the meeting focussed on the structure and history of the entire European continent. Further themes were grouped around topics of current interest. Keynote lectures on these topics were given by A. Berthelsen, St. Mueller, A. Green, and D. Fountain. The technical sessions were arranged with support of the Scientific Committee on the following topics: 1. Continental scale features of basement rocks of phanerozoic cratons - with emphasis on Europe 2. Extrapolation and correlation of geological and geophysical data from basement rocks: an assessment 3. Mechanisms of basement exhumation in the evolution of orogenic belts 4. Structure and intraplate deformation of the North-American craton Papers submitted to this volume have however all been collected in one part since all of them deal with different aspects of deformation of the continental basement. A second part contains a complete list of all papers and posters presented at the meeting. Field trips to study some of the above mentioned aspects in the Harz mountains, the Granulite Massif, and the Erzgebirge were organized by P. Bankwitz, P. Frischbutter, 1. Rotzler, K. Rotzler, and B. Decisions on the management of contaminated sites require information on the extent to which toxicants adversely affect the soil ecosystem. For this purpose, it is often insufficient to extrapolate from abiotic sampling. Tackling this problem requires a sound evaluation of disaster mitigation policies and tools. As a contribution to the International Decade for Natural Disasters Reduction (IDNDR), the fifth international symposium HAZARDS-93 was held in Qingdao, P.R. China on 29 August - 3 September, 1993. China is a country frequently hit by almost all kinds of disasters. Its history is one of combating natural disasters and working towards their reduction. More than 250 scientists, engineers and government officials from 20 countries met for the purpose of engaging in a free exchange of knowledge, experience and ideas regarding the scientific and socio-economic aspects of mitigating losses from natural and man- made disasters. A total of 180 papers were presented at 28 sessions covering a very broad range of topics related to disaster management. The twenty-one articles included in this book deal with the scientific and management issues of land-based and marine hazards which cause the most severe economic losses, deaths and environmental degradation in many parts of the world. The book also includes specific recommendations addressed to the IDNDR Secretariat, national governments and scientific experts to increase the effectiveness and efficiency of disaster management. This resolution has served as a catalyst in promotion of international coop…eration in the field of natural disaster reduction; in initiation of wide-ranging research activities on natural and man-made disasters; in development of tech nologies for assessment, prediction, prevention, and mitigation through technical assistance, technology transfer, demonstration projects, and education and training; and in dissemination of information related to measures for assessment, prediction, prevention, and mitigation of natural disasters. Disasters are manifestations of environmental extremes. Depending upon the type of disasters, their occurrence may have short-term andlor long-term detri mental environmental consequences. Disasters cannot be prevented altogether, but their impact can be mitigated. This book is an attempt to provide a discussion of hydrological aspects of the various types of natural disasters. Continental scale features of basement rocks of phanerozoic cratons - with emphasis on Europe 2. Extrapolation and correlation of geological and geophysical data from basement rocks: an assessment 3. Mechanisms of basement exhumation in the evolution of orogenic belts 4. Structure and intraplate deformation of the North-American craton Papers submitted to this volume have however all been collected in one part since all of them deal with different aspects of deformation of the continental basement. A second part contains a complete list of all papers and posters presented at the meeting. Field trips to study some of the above mentioned aspects in the Harz mountains, the Granulite Massif, and the Erzgebirge were organized by P. Bankwitz, P. Frischbutter, 1. Rotzler, K. Rotzler, and B. The inference work uses the confluence of Bayesian and maximum entropy ideas to develop and explore a wide range of scientific applications, mostly concerning data analysis in one form or another. The physics work uses maximum entropy ideas to explore the thermodynamic world of macroscopic phenomena. Of the two, physics has the deeper historical roots, and much of the inspiration behind the inference work derives from physics. Yet it is no accident that most of the papers at these meetings are on the inference side. To develop new physics, one must use one's brains alone. To develop inference, computers are used as well, so that the stunning advances in computational power render the field open to rapid advance. Indeed, we have seen a revolution. In vitro haploid production is among the new technologies that show great promise toward the goal of increasing crop yields by making similar germplasm available for many crops that was used to implement one of the greatest plant breeding success stories of this century, i. e. , the development of hybrid maize by crosses of inbred lines. One of the main applications of anther culture has been to produce diploid homozygous pure lines in a single generation, thus saving many generations of backcrossing to reach homozygosity by traditional means or in crops where self-pollination is not possible. Because doubled haploids are equivalent to inbred lines, their value has been appreciated by plant breeders for decades.
